Our Offices and International Presence
ECES operates through its headquarters in Brussels, Belgium, a liaison office in Florence, Italy, an office in Addis Ababa, Ethiopia, and a regional office in Mauritius. Together, these locations support our institutional partnerships and the implementation of electoral support activities at continental, regional and country levels.
Since its establishment, ECES has opened project offices in 26 countries, primarily in Africa and the Middle East, as well as in Latin America and Eastern Europe. Through its continental, regional and country-based activities, ECES has worked in 71 countries worldwide.
Brussels - Headquarters
Located at the heart of the European Union, ECES headquarters provides the institutional and operational base for our international activities. Proximity to the European Commission, the European Council, the Council of the European Union and the European Parliament facilitates dialogue with EU institutions, Member States and the wider international cooperation community.
From Brussels, ECES coordinates electoral support projects in line with the values and policies of the European Union and its Member States, working with partners to strengthen inclusive, credible and peaceful electoral processes.

Florence - Liaison Office
Our Florence liaison office is an integral part of ECES’s European presence and provides a base for strengthening cooperation with Italian institutions, development cooperation actors, universities and other strategic partners.
The office was established to facilitate institutional dialogue and coordination with the Italian Ministry of Foreign Affairs and International Cooperation, particularly in the context of Pro Electoral Integrity, a project in support of the African Union, implemented in cooperation with the African Union Commission and funded by Italy.
The office supports the development of partnerships and initiatives linking European expertise with the priorities of partner countries, with particular attention to cooperation with Africa.
Situated in the historic centre of Florence, the office also provides a venue for meetings, institutional dialogue and the preparation of international cooperation initiatives.

Addis Ababa — Ethiopia Office
ECES’s office in Addis Ababa supports the implementation of a project funded by the European Union and Germany, providing support to the National Electoral Board of Ethiopia and civil society organisations in Ethiopia. It liaise with the Brussels and Florence office for the implementation of the project in support of the African Union Commission.
The office serves as a base for project coordination, engagement with institutional and civil society partners, and the implementation of activities in the country and in Africa.

Mauritius - Regional Office
ECES’s regional office in Mauritius is preparing to implement a dedicated project in support of the Indian Ocean Commission and its member countries, as well as all countries of the Southern African Development Community (SADC), through ECES’s cooperation agreements with the Electoral Commissions Forum of SADC countries (ECF-SADC).
The office provides a base for regional coordination, dialogue with partner institutions and the preparation of electoral support activities.
