
Monica Frassoni is President of the European Centre for Electoral Support (ECES), a Brussels-based non-profit private foundation dedicated to promoting democratic development through high-quality electoral assistance worldwide.
An Italian national born in Veracruz (Mexico), she brings more than 40 years of experience in European politics, democracy support and international governance. She is a recognised figure in European and international public life, with extensive experience in strategic guidance, institutional relations and international representation. She works fluently in Italian, Spanish, English and French, with advanced knowledge of German and Portuguese.
Monica Frassoni has served as President of ECES since 2013. In this role, she contributes to the strategic orientation of the organisation, ensures institutional continuity and institutional oversight, and supports ECES’ external relations and positioning at European and international level.
She follows ECES’ work and priorities across the electoral cycle and supports high-level dialogue with institutional partners, donors and electoral stakeholders, in close coordination with the Executive Director and the ECES management team. She has been closely associated with ECES activities in a number of countries, including Madagascar, Jordan, Nigeria, Ethiopia and Bolivia.
From 1999 to 2009, Monica Frassoni was a Member of the European Parliament (Greens/EFA), where she worked extensively on environmental policy, EU institutional reform, human rights, EU enlargement and relations with Latin America. Between 2002 and 2009 she served as Co-President of the Greens/EFA Group.
In 2006, she was appointed Chief Observer of the European Union Election Observation Missions to Bolivia (Constituent Assembly elections) and Venezuela (presidential elections), leading large-scale international missions and contributing to recommendations on electoral reform and democratic governance.
From 2009 to 2019, she was Co-Chair of the European Green Party. Since 2010, she has also been Co-founder and President of the European Alliance to Save Energy, a multi-stakeholder organisation advocating ambitious EU energy efficiency and climate policies.
She is currently Senior Advisor at Teneo, the global CEO advisory firm, and a member of the Board of Trustees of Friends of Europe and of the Board of the European Movement.
Monica is a frequent speaker at academic and public events on democracy, electoral integrity, sustainable development, energy policy and EU governance. She has lectured at several European universities and is the author and co-author of numerous publications on European affairs, democracy and climate policy.
She holds a degree in Political Science from the University of Florence, with a thesis on EU–Latin America relations.
