The project “Assistance Technique pour les élections locales’’ funded by the European Union through the Global Europe: Neighbourhood, Development and International Cooperation Instrument (NDICI) with a contribution of EUR 500,000, aimed to support the consolidation of democracy and strengthen the institutional capacities of the National Electoral Authority (ANE) and other key electoral stakeholders. Implemented between July 2024 and January 2026, the project provided strategic, technical and operational assistance in preparation for the local elections, which represent an important milestone in the country’s decentralisation and governance process.
The intervention focused on strengthening electoral planning and management, supporting the revision and consolidation of the electoral register, enhancing voter education and electoral communication, and promoting the participation of women, youth and vulnerable groups in the democratic process. The project also facilitated coordination among national institutions and international partners involved in electoral support, including the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA), United Nations Development Programme (UNDP) and other technical actors.
The project contributed to strengthening the institutional and operational capacities of the ANE and improving the overall preparedness of the electoral process. Support to voter registration activities resulted in an increase in voter registration from 64.15% in 2020 to 73.48% in 2025, with more than 533,000 new voters registered. The project further enhanced voter awareness through targeted communication campaigns, strengthened the management of candidate nominations and polling station preparation, and supported electoral dispute resolution mechanisms. Through these achievements, the project contributed to a more inclusive, transparent and credible electoral process in the Central African Republic.
