Pierre has a Law PhD from the Sorbonne University, and he holds a Master in Public Law from the Panthéon-Assas University as well as a Master in Political Science from the Sorbonne University. Pierre has also a solid professional background in project management especially in the field of good governance support and consolidation of the rule of law.

 

Over the past fifteen years, Pierre participated in fifty Technical Assistance missions, with more than thirty in the justice sector - 24 of these mission were conducted on behalf of the European Commission. Pierre carried out missions mostly in Africa, notably in Algeria, Benin, Burkina Faso, Burundi, Ivory Coast, Niger, Chad, Rwanda, etc.

 

He also has an extensive and proven experience in team coordination and in the management of relationships with national institutions and donors, having been Head of Mission or Team Leader within the context of 25 missions. For example, he led a project aimed at strengthening the Benin Supreme Court notably in the area of litigation of local elections dispute resolution, he also led a mission to support the Malagasy electoral process for early parliamentary elections in 2002. More recently, he joined the Support Programme to Parliaments (PAP) mid-term evaluation in the Democratic Republic of Congo.

 

Finally, with over twenty years of professional experience as consultant in the field of human rights, legal and judicial systems support and institutional support within the framework of democratization, rule of law and good governance, Pierre has a consolidated knowledge of the functioning of parliamentary institutions. In this regards, he participated on multiple occasions to the drafting of laws and regulations, in particular within the context of the mission to support the Congolese government in the implementation of the legal framework of the new institutions.
