
Closing of the Workshop on Capacity Building in Budgetary and Legislative Matters for the Economic and Financial Affairs Committee (CAEF) of the National Assembly of Chad.
On Thursday, 6 November 2025, a two-day workshop held at the Palais de la Démocratie came to a close. It was organized for the members of the CAEF as part of the Support Project to Parliament and Electoral Processes (PAPPE), funded by the European Union and implemented by the European Centre for Electoral Support (ECES).
Objective: to strengthen the skills of parliamentarians and parliamentary assistants in:
- understanding the budgetary process,
- reading and reviewing draft finance laws,
- monitoring the execution of the state budget,
- and gaining knowledge of the applicable legal and macroeconomic framework.
The training was led by Ms. Joëlle Milquet, Chair of the ECES Strategic and Advisory Committee, acting as the main facilitator. She addressed several key topics:
- the political and budgetary functions of Parliament ;
- the specific role of the Committee in the budget process ;
- the constitutional, legislative and regulatory framework of finance laws ;
- the National Development Plan Tchad Connexion 2030 ;
- the foundations of the programme-based budget, a new direction for public finance management;
- and the macroeconomic framework set by the Presidency for the preparation of the 2026 budget.
The training methodology combined presentations, interactive discussions, case studies, and evaluation tools (pre- and post-tests), within a practical and participatory setting.
At the end of the workshop, MPs welcomed an initiative that has better equipped them to analyze financial documents, fulfill their oversight responsibilities, and actively contribute to more rigorous public financial governance.
A key milestone in the process of democratic consolidation and budgetary transparency in Chad, supported by PAPPE, the European Union, and ECES.
