From August 5 to 7, 2025, a training workshop on strategic planning is being held at the Hotel de l'Amitié in N'Djamena. It brings together representatives of the Constitutional Council, the Supreme Court, Parliament, the High Authority for Media and Audiovisual (HAMA) and the National Election Management Agency.

This session is part of the Parliamentary and Electoral Process Support Project (PAPPE), funded by the European Union and implemented by the European Center for Electoral Support (ECES). The objective is to strengthen the strategic planning capacities of the beneficiary institutions.
Participants are trained in key tools and methods such as SWOT analysis, the PESTEL approach, SMART goal setting, risk management, dashboard development, and stakeholder engagement strategy. At the end of the process, each institution will have a structured basis for developing a coherent strategic plan that is aligned with its mission and adapted to its environment.

The workshop brought together 23 participants, including seven women, representing a female participation rate of 30.43%.
