From 18th to 19th July 2025, in Brazzaville, Republic of Congo, a Validation Meeting of the Pedagogical Toolkit for Rule of Law Stakeholders is taking place, organised by The European Centre for Electoral Support (ECES), in close partnership with the African Union Commission (AUC).
This meeting takes place within the framework of the Pro-Electoral Integrity project, implemented in collaboration with the African Union Commission and funded by the Italian Ministry of Foreign Affairs and International Cooperation, whom we warmly thank for the work we are able to do and their continued support. implemented in collaboration with the African Union Commission.
This activity brings together a broad group of legal experts, institutional actors, and civil society representatives from across Africa to review and finalise a pedagogical toolkit. This toolkit is designed as a practical resource for a wide range of rule of law stakeholders, including judges, parliamentarians, law enforcement agents, legal practitioners, and civil society organisations, it furthermore aims to support capacity-building and harmonise approaches to legal governance and constitutional accountability in AU Member States.
The development of the toolkit is the result of several years of work by the Constitutionalism and Rule of Law Unit of AUC-PAPS, following a series of regional capacity-building sessions and expert consultations, including the last regional training in Nouakchott, Mauritania, and a draft review session in Cotonou, Benin.
By validating the toolkit in Brazzaville, the African Union and ECES aim to equip national stakeholders with a unified and context-sensitive training resource that will enhance legal systems and promote the effective application of justice.
The Key Outcomes of the Validation Meeting will include a final, validated pedagogical toolkit for use by rule of law stakeholders, including judiciary, parliament, law enforcement, legal professionals, and civil society; and an agreed roadmap for implementation and dissemination of the toolkit across AU Member States, supporting its integration into national and regional training frameworks.
