A training course on the fundamentals of media monitoring, analysis techniques and content regulation was being held on 15 and 16 May 2025 in N'Djamena for monitors from the High Authority for Media and Audiovisual (HAMA).
Organised as part of the Parliament and Electoral Process Support Project (PAPPE), funded by the European Union and implemented by the European Centre for Electoral Support (ECES), this initiative is part of a drive to strengthen democratic governance in Chad by supporting institutions working to guarantee fundamental freedoms in the public sphere.
This session aims to strengthen the technical skills of HAMA monitors in monitoring media content. It covers political pluralism, the coverage of election campaigns, hate speech and social media analysis.
Over two days, participants will alternate between theoretical input and practical case studies. They will learn how to collect, classify and analyse data from the print media, radio, television and digital platforms. Exercises will focus on calculating speaking time, identifying speakers, structuring reports and the ethical principles of monitoring.
At the end of the training, the 30 participants will have a foundation of skills enabling them to implement rigorous and structured monitoring of media content in line with international standards.
