Technical Assistance to the National Authority for Elections (Assistance technique auprès de l'authorité Nationale des Elections) is a project implemented by ECES, in partnership with IBF International Consulting, in Central African Republic. The project was launched in June 2015 for a duration of 12 months, with a possibility to be extended to 18 months.


The project is entirely funded by the European Union in the framework of its technical assistance project in support to the National Authority for Elections (NAE) in Central African Republic (CAR).


 
The overall objective of the project is to support CAR’s democratic transition and to create the conditions for lasting institutional stability. Therefore, the project activities are to support the organisation of elections in CAR, and the creation of a sustainable capacity strengthening scheme for the NAE and other key electoral stakeholders. Specifically, the technical assistance aims to improve the organisation, conduct and supervision of the parliamentarian and presidential elections and the constitutional referendum. 

 

The project will also support the NAE in strategic planning, particularly in the legal, regulatory, administrative and operational aspects of the electoral process. Furthermore, the project will support the NAE in the activities deemed to be implemented during the post-election period, which may include assessments of the sustainability impact of the achievements, preparation of electoral reform etc.


 
The following three experts are part of the Core Team of the project:


- Thijs Berman, Team leader: as former Member of the European Parliament (2004-2014) and based on his previous experience as Head of several European Union Election Observation Missions, Mr. Berman possesses a deep knowledge in electoral field and he's used to work in intense politically environment, which makes him an excellent Team Leader;


- Maria Teresa Mauro, Legal Adviser: Mrs Mauro has a professional experience of over 15 years in the field of democratisation, rule of law, human rights, good governance, institutional development and reform of public administration;


- Khalil Zerargui, Training, Communication and Civic Education Expert: Mr Zerargui has an extensive experience in analysis and support of all the stages of electoral process and strengthening capacity of all electoral stakeholders, with a specific emphasis on the civil society.
 

Building on the basis of its previous commitments in the framework of technical and electoral assistance in Libya, Madagascar, Union of the Comoros, the Republic of Guinea, and other projects, ECES, in partnership with IBF international Consulting, is honored to has been selected for implementing this new project and to use its expertise in other hardship environments to deliver activities in the most effective way in CAR.
