
When the Ball Becomes a Ballot: ECES and We Football Join Forces to contribute to Build Democracy Through the Universal Language of Football

Today, ECES and We Football officially signed a Memorandum of Understanding in the context of our EU-Funded project in Zambia (PRO-DEM Zambia) that goes far beyond a partnership. It is a shared commitment to use football—the world’s most universal language—as a catalyst for leadership, dialogue, peace and democratic participation. There is perhaps no better moment to launch this journey.
As the world watches football unite nations, generations and cultures, we are reminded that the greatest power of the beautiful game has never been measured only by trophies or goals. Football teaches something far more profound. It teaches us to respect rules. To trust the referee. To accept victory with humility and defeat with dignity. To understand that no individual, however talented, can win without a team. Democracy asks exactly the same.
Every election is, in many ways, a match played by an entire nation—not against one another, but together, under shared rules, with respect for institutions, fairness and mutual trust. This common vision inspired the partnership between ECES and We Football.
Starting in Zambia, our organisations will combine their complementary expertise to engage young people through football while strengthening civic awareness, democratic values and social cohesion. Football will become the entry point. Democracy will become the destination.
The first activities will take place in Lusaka on 18–19 July 2026, with the Football for Democracy Tournament, bringing together 144 young women and men competing in an innovative tournament where every match will be accompanied by Football for Democracy Circles—structured dialogue sessions connecting teamwork, fair play and leadership with democratic participation, responsible voting, conflict prevention, gender equality and resilience against misinformation.
The initiative will culminate on 25 July 2026 with Football for All, a symbolic mixed football event bringing together young participants, former and professional football players, civil society organisations, Electoral Management Bodies, representatives of the European Union, EU Member States and local institutions, demonstrating that football truly belongs to everyone—and so does democracy.
Football has always been more than a game. It is the first school where many children discover discipline before authority. Responsibility before leadership. Respect before victory. Solidarity before success. The pitch becomes the first parliament. The captain learns service before power. The referee reminds us that rules protect everyone equally. The teammate teaches us that diversity makes us stronger. Perhaps this is why football moves billions of people. Because, like democracy, it gives everyone the possibility to participate. The ball never asks where you come from. It only asks what you are willing to give for the team. At ECES, through our EURECS strategy, we have always believed that democracy is learned not only in classrooms or institutions, but through lived experiences that inspire trust, responsibility and dialogue. Together with We Football, we are now bringing that belief onto the football pitch. Because every pass is an act of trust. Every match is an exercise in coexistence. Every handshake after the final whistle is a victory for peace. And perhaps the greatest lesson football teaches us is that the strongest teams are not those with the best individual players. They are those who never stop playing for one another. Welcome to the first chapter of this new journey.
