Call for applications for the final evaluation of the Project to support citizen observation of the 2020-2022 transitional electoral cycle in Mali - PRO Observation Mali.

ECES strongly believes in integrity and transparency as the foundation of any electoral process in order to build trust between stakeholders leading to a peaceful electoral environment and acceptance of the results by the population.
It is in this context that ECES has redesigned this project with funding from the European Union. The overall objective of the Support Project for Citizen Observation of the 2020-2022 Transitional Electoral Cycle in Mali - PRO Observation Mali - is to contribute to the integrity of the national electoral process through support for credible national election observation activities.

This project aims to provide specific support to Malian Civil Society Organisations (CSOs) involved in domestic election observation with a view to deploying an observation mission capable of observing each phase of the electoral process and building their capacity over the long term. The project will observe the referendum, the presidential election and the legislative elections.

The objective of this final evaluation is to take up the initial objectives of the Pro Observation Mali project to analyse their relevance, to study the implementation process and the state of progress of the project, highlighting its strengths and weaknesses, in order to propose possible reorientations and to suggest lines of thought for future projects. The evaluation also aims to identify the main lessons learned and recommendations for a possible continuation of the project in order to ensure the sustainability of the actions undertaken. It also aims to determine whether the project is being implemented in an effective and efficient manner.

Thus, the evaluation serves to verify whether the different components of the project have been implemented in accordance with the stipulated conditions and whether the expected results have been achieved.
