
In collaboration with The Coalition of Ethiopian Civil Society Organizations for Elections (CECOE), a two-day workshop from 1 to 2 December 2025 was organized in Hawassa for Zonal Coordinator on Induction and Cascading Training under the EURECS 2 Ethiopia project, funded by the European Union and Federal Republic of Germany (Ministry of Cooperation).
The workshop represents the critical second stage in the Coalition of Ethiopian Civil Society Organizations for Elections (CECOE)'s multi-tiered, cascading training model. It is the direct output of the prior Training of Trainers (ToT) workshop, where Regional Focal Persons (RFPs) were equipped as Master Trainers.
The Zonal Coordinators (ZCs) are the pivotal operational link between the Regional Focal Persons (RFPs) and the deployed observers (LTOs/STOs). This two-day workshop is designed to equip ZCs with the foundational knowledge, ethical guidelines, and essential technical proficiency necessary to execute their supervisory and recruitment mandate effectively and consistently across all zones.
Upon completion of the workshop, Zonal Coordinators will be able to:
- Articulate CECOE's strategic roadmap, non-partisan principles, and the ZC's core roles and responsibilities.
- Apply the standardized guidelines and procedures for observer recruitment and management as defined by the CECOE Secretariat.
- Demonstrate proficiency in using the CECOE Digital Election Observation Workspace (DEOW) for supervisor-level tasks, including observer management, tracking, and reporting.
- Implement the official communication protocols (Observer Candidate Exchange, Media, Safeguarding) within their assigned recruitment area.
Initiate observer recruitment and data collection activities immediately upon returning to their zones, ensuring high-quality, verifiable data is entered into the DEOW system.
This training utilizes a decentralized, multi-site approach, delivered by the newly-inducted RFPs and CECOE staff, ensuring the swift and localized roll-out of the observer recruitment process.
