As part of its support for strengthening democratic governance in Chad, the Parliamentary and Electoral Process Support Project (PAPPE), funded by the European Union and implemented by the European Centre for Electoral Support (ECES), is organising a training workshop on judicial drafting techniques for members of the Constitutional Council in N'Djamena from 20 to 22 August 2025.
This initiative is part of PAPPE's strategic focus on strengthening the institutional and technical capacities of key actors in democratic development. In particular, it aims to enable constitutional judges to deepen their knowledge of constitutional and referendum disputes, constitutional review of laws, general principles of electoral law, and the reasoning and enforcement of decisions.
The overall objective of the workshop is to strengthen the skills of Constitutional Council judges in order to guarantee the rigour, transparency and legal soundness of their decisions. More specifically, the 50 participants, including 14 women (28%), a figure that illustrates the importance attached to the gender dimension, will benefit from theoretical and practical training focused on:
- The different types of constitutional review;
- Methods of legal reasoning;
- Electoral and referendum disputes;
- Res judicata and enforcement of decisions.
At the end of the training, the judges will have acquired practical tools to improve the quality of their decisions and thus contribute to strengthening citizens' trust in democratic institutions.
This support is part of a broader programme that also includes institutional development, strengthening the visibility and communication of the Constitutional Council, and coordination with other institutions and civil society organisations.
