PRO-ELECTION Bolivia is a project (budget: EUR 1,500,000) funded by the European Union through the Foreign Policy Instrument (FPI) and implemented by ECES. The project aims to reduce the risk of electoral violence and conflict in Bolivia during the 2025–26 electoral cycle by promoting inclusive, democratic and credible electoral processes.
The project is taking place against a backdrop of severe political polarisation, social tensions and mistrust of electoral institutions in the wake of the crises of 2019 and 2020. Against this backdrop, PRO-ELECTION Bolivia supports a multi-stakeholder approach aimed at strengthening the knowledge and capacities of Bolivian stakeholders – the Supreme Electoral Tribunal (TSE), the Departmental Electoral Tribunals (TEDs), political parties, the , civil society organisations (CSOs), the media and vulnerable groups – so that they can prevent and peacefully manage electoral conflicts and strengthen trust in the democratic process.
The project also aims to strengthen the capacity of CSOs in domestic election observation, promoting transparency, integrity and accountability in the electoral process, as well as empowering the media and civil society to combat disinformation, hate speech and polarisation. Particular attention is paid to the inclusive participation of women, young people, first-time voters and vulnerable groups through civic and electoral education, media monitoring, electoral risk analysis and the promotion of dialogue between political and social actors. During its first year of implementation, the project also facilitated coordination between national institutions, international partners and election observers, helping to strengthen the credibility of the Bolivian electoral process and prevent political and social tensions linked to the elections.
