PRO-Election Bolivia (Support to the 2025/26 electoral process as a conflict prevention and lesson learnt measure) project was officially launched in La Paz, February 26, 2025. The Project is funded by the European Union and implemented by the European Centre for Electoral Support (ECES), which is a non-partisan, non-profit foundation based in Brussels whose corporate purpose includes electoral and democratic strengthening through the provision of advisory services and operational support via innovative financial methodologies and project management at the global level. 

This project will span 18 months and encompass the entire electoral cycle, culminating in the August 2025 General Elections.

Pro-Election BOLIVIA designed a multi-stakeholder intervention based on the challenges and lessons learned from past polls, the applicable recommendations from EU and OAS election missions, the views, needs, and priorities gathered from key electoral stakeholders by an in-country identification mission that occurred in October 2024, and the global expertise of ECES delivering a holistic, modular, targeted electoral assistance package.

The project will further identify and engage all relevant electoral stakeholders who can contribute to preventing and mitigating electoral conflicts and violence, emphasising trust-building and dialogue mechanisms.

The Overall Objective of the action is ‘To help reduce the risk of electoral-related violence and conflict through the provision of capacity building to key state and non-state stakeholders, electoral education to the electorate and support to domestic electoral observation in the context of the 2025/26 electoral processes in Bolivia’. The Specific Objective is ‘Strengthened strategies and practices of Bolivian electoral stakeholders (TSE, TEDs, Political Parties, CSOs, media, and vulnerable voter groups) to tackle electoral conflicts and enhance integrity and trust in the 2025 polls’.
