As part of its commitment to promoting democratic governance in Chad, the Parliamentary and Electoral Process Support Project (PAPPE), funded by the European Union and implemented by the European Centre for Electoral Support (ECES), is organising a training workshop on administrative writing techniques for the staff of the Constitutional Council in N'Djamena on 25-26 August 2025.
This activity is part of PAPPE's strategic focus on institutional and technical capacity building. It aims to enable clerks, directors and heads of department to improve their skills in drafting administrative documents, official correspondence, reports and legal opinions.
The workshop will enable the 43 participants, including 13 women (28% of the total), to:
- Master the substantive and formal rules of administrative writing;
- Adapt to new forms of communication, including electronic communication;
- Improve the structure and clarity of documents;
- Respect the principles of neutrality and objectivity;
- Produce accurate, relevant and legally sound texts.
Practical case studies will enable participants to work on their own documents and strengthen their professional reflexes in everyday situations.
This training is part of a broader PAPPE programme that also includes institutional development, visibility and awareness-raising, and coordination with other institutional actors and civil society.
By investing in the skills of the Constitutional Council's administrative staff, PAPPE and the European Union are strengthening the foundations for effective administrative management, which guarantees good governance and respect for the rule of law in Chad.
