The Project to Support Civil Society and the Media for Inclusive and Transparent Elections in Gabon (PACM-G) was funded by the the European Union through the Foreign Policy Instruments (FPI) with a total budget of €1,300,000 and implemented by ECES in partnership with the Consortium of Civil Society Organisations for Electoral Transparency and Democracy (COTED) in Gabon. The project was implemented from 1 November 2024 to 31 December 2025.
The Project to Support Civil Society and the Media for Inclusive and Transparent Elections in Gabon (PACM-G) was funded by the European Union through the Foreign Policy Instruments (FPI) and implemented by ECES in partnership with the Consortium of Civil Society Organisations for Electoral Transparency and Democracy (COTED) in Gabon.
The project focused on strengthening the democratic space in Gabon during the political transition phase and on preventing electoral tensions, by supporting key non-state actors, in particular civil society organisations (CSOs) and the media, with a view to promoting an inclusive, credible and peaceful electoral process. In particular, the project focused on strengthening CSOs’ capacities in the areas of election observation, mediation, conflict prevention and the inclusion of vulnerable groups, as well as on promoting conflict-sensitive journalism aimed at combating disinformation and hate speech.
As part of this initiative, the project also supported activities to analyse the electoral context, including electoral political economy analyses (EPEA), electoral risk assessments (ESTA) and mechanisms for monitoring and mitigating tensions. Initiatives were promoted to raise civic awareness, monitor the media, foster multi-stakeholder dialogue and strengthen domestic election observation networks, with a particular focus on the participation of women, young people and vulnerable groups in Gabon’s democratic process.
The project also supported the creation of forums for consultation between civil society, institutions and media professionals, fostering a participatory approach to the management of the electoral process. Particular attention was paid to the training of national election observers, building the capacity of journalists in responsible election coverage, and the dissemination of civic and political education content through traditional and digital media, with the aim of promoting trust, transparency and democratic participation in the context of Gabon’s transition.
