We are officially launching the second phase of the Support Project for the Parliament and Electoral Processes in Chad (PAPPE) on 12 May 2025 in N'Djamena, in the presence of the European Union ambassador to Chad, partner institutions and civil society organisations.

Financed by the European Union through the European Development Fund (EDF ) and implemented by ECES, our project aims to strengthen democratic governance in Chad in the long term.

The first phase of the project, which began in November 2023, was devoted exclusively to the technical, institutional and material strengthening of the National Human Rights Commission (CNDH).

The second phase of the project aims to support a number of institutional and civil society players in strengthening democratic governance in Chad. It includes technical and institutional support for the Agence nationale pour la gestion des élections (ANGE), the Supreme Court, the Constitutional Council, the Haute autorité des médias et de l'audiovisuel (HAMA), the Commission nationale des droits de l'homme (CNDH), as well as traditional and religious leaders and civil society organisations. The PAPPE project will run for 48 months, at a total cost of 8.3 million euros (around 5.4 billion CFA francs).

The action aims to promote democratic governance in Chad and to support actors working to broaden the scope of freedoms and their effective application, with two specific objectives:

  • To improve inclusive governance and the transparency of electoral processes in a structural manner, paying particular attention to gender issues;
  • To strengthen Chad's post-transition parliament in order to make governance more transparent, inclusive and effective, and to consolidate the legislature's role in overseeing the executive.

The PAPPE is implemented byECES, a Brussels-based, non-political and non-profit foundation. ECES promotes electoral and democratic strengthening by providing advisory services, operational support through innovative project management and financial methodologies.
