The Supreme Court of Chad has taken an important step toward institutional modernisation through the receipt of a substantial donation of information technology and digital infrastructure equipment. This support is provided within the framework of the Parliamentary and Electoral Process Support Project (PAPPE), funded by the European Union and implemented by the European Centre for Electoral Support (ECES).

This initiative forms part of a broader commitment to strengthening democratic governance and reinforcing the rule of law in Chad. By equipping key judicial institutions with modern technological tools, PAPPE aims to enhance operational efficiency, improve transparency, and build public confidence in the justice system.

Strengthening Institutional Capacity Through Technology

The donation represents an integrated and comprehensive technological package designed to modernise the Supreme Court’s digital infrastructure and administrative capacity. The equipment provided includes:

  • 20 13th generation laptops
  • 2 13th generation desktop computers
  • 2 high-end professional scanners
  • 1 42U server rack
  • 1 11th generation central server
  • 1 5 kVA uninterruptible power supply (UPS)
  • 1 16 TB NAS storage server
  • 6 professional routers and switches
  • 12 Wi-Fi access points
  • 1 48-port patch panel, along with network and electrical accessories

This equipment will significantly improve data processing, digital archiving, and secure information management within the institution. The installation of a central server, NAS storage system, and professional networking components will enhance internal connectivity, facilitate secure communication, and ensure reliable data backup and recovery systems.

The inclusion of a high-capacity UPS and structured server rack infrastructure further ensures system stability, protects sensitive judicial data, and guarantees operational continuity in the event of power fluctuations.

Enhancing Efficiency, Security, and Accessibility
The modernisation effort will streamline internal workflows, reduce reliance on paper-based systems, and accelerate the handling of case files and judicial documentation. The deployment of professional scanners and advanced computing equipment will facilitate digitalisation processes, allowing for improved archiving, retrieval, and secure storage of judicial records.

By strengthening cybersecurity and data management capabilities, the Supreme Court will be better positioned to safeguard sensitive information and uphold the integrity of judicial proceedings.

A Shared Commitment to the Rule of Law
Through this support, PAPPE and the European Union reaffirm their strong commitment to the sustainable strengthening of Chad’s judicial institutions. Modern, well-equipped institutions are essential for ensuring transparency, accountability, and effective governance.

This investment contributes to the development of a justice system that is more efficient, modern, and accessible—one that better serves citizens and reinforces public trust in democratic institutions.

The modernisation of the Supreme Court stands as a concrete example of how international cooperation can support institutional reform and help lay the foundations for long-term stability, good governance, and the rule of law in Chad.
