This guide is an easy-to-use manual with a central aim: to introduce each voter in Madagascar to the rules of the electoral process in view of the elections taking place in Madagascar during 2013. Consequently, this document represents an useful pedagogical tool focusing on an accurate description of the national institutions in Madagascar, the general principles of civil rights, as well as the rules concerning the voter registration process. These concepts were also integrated with an accurate analysis of the electoral environment.
