The European Response to Electoral Cycle Support in Mauritania (EURECS-Mauritania) project is being implemented by ECES with a contribution of €890,000 from the European Union across the entire territory of the Islamic Republic of Mauritania. The project is implemented from 2 January 2026 to 1 January 2028.
The project aims to contribute to the consolidation of peace, stability and democracy in the country, in the run-up to the forthcoming elections (parliamentary elections in 2028 and presidential elections in 2029). It is based on the EURECS methodology, developed by ECES, on the findings of a needs assessment mission carried out in February 2025, and on the recommendations of the 2024 EU Electoral Experts Mission.
The project pursues two specific objectives: (SO1) to improve and harmonise the electoral legal framework to facilitate inclusive and credible elections, whilst ensuring the neutrality of institutions; (SO2) to strengthen the capacities of the High Authority for the Press and Audiovisual Media (HAPA) and the National Human Rights Commission (CNDH) in promoting fundamental freedoms and combating disinformation.
The main beneficiaries are the Independent National Electoral Commission (CENI), the Constitutional Court, HAPA and the CNDH; the ultimate beneficiaries are the Mauritanian population as a whole.
For budgetary reasons, the action focuses on preparatory capacity-building activities for the main stakeholders in the electoral framework, which may be supplemented, should further resources become available, by more targeted interventions in line with the 2028–2029 deadlines.
