On Wednesday, July 9, 2025, the European Centre for Electoral Support (ECES) conducted a specialised workshop for over twenty staff members from the Conflict Prevention Unit of the Bolivian Ombudsman's Office. The workshop aimed to strengthen institutional capacities to analyse electoral risk factors and collectively develop prevention mechanisms and early warning strategies from a human rights perspective.

During the session, participants analysed the 2025–2026 Bolivian electoral cycle through the lens of conflict and potential electoral violence, addressing structural and situational drivers that may lead to social tensions or electoral violence. Using a participatory methodology - including the application of the 2025 Electoral Political Environment Analysis (EPEA) - participants jointly developed an institutional risk matrix that will serve as a key input for planning preventive actions by the Ombudsman's Office.

This initiative is part of the technical assistance provided by ECES to strengthen the Ombudsman's role as a key actor in protecting citizens’ rights during the electoral process. The workshop reaffirms the shared commitment of both institutions to democratic integrity, peacebuilding, and the prevention of electoral conflict in Bolivia.
