ECES is pleased to announce the launch of a new 3 year project in Zambia, “Strengthening Democracy and Electoral Governance in Zambia” (PRO DEM Zambia), funded by the European Union. Implemented by the European Centre for Electoral Support (ECES), the Action will also involve the National Democratic Institute (NDI) and the Christian Churches Monitoring Group (CCMG).

The Action aims to contribute to a more participatory, accountable and inclusive system of democratic governance in Zambia, supported by responsive institutions and informed civic engagement. It is built around two specific objectives:

  • Enhancing the capacity of state institutions to effectively fulfil their democratic mandates and support key legal and institutional reforms.
  • Supporting civil society to conduct robust oversight of political and electoral processes, promoting transparency, accountability and inclusion throughout the electoral cycle.

Fully aligned with the priorities of the 2030 Agenda – particularly SDGs 16, 10 and 5 – and with the EU Multiannual Indicative Programme (MIP) 2021–2027 for Zambia, the Action encompasses a comprehensive set of components designed to strengthen democratic governance.

Support will be provided to a range of national institutions and actors, including:

The project will also promote initiatives aimed at fostering youth civic participation, while supporting analysis, outreach and advocacy on electoral reforms. It will contribute to the development and integration of digital tools designed to strengthen social engagement and public interaction, and will reinforce civic and voter education efforts through tailored digital and social media strategies. Furthermore, the Action includes specific measures to support the participation of persons in lawful detention in civic and electoral processes, ensuring that inclusion remains a cross-cutting priority throughout its implementation.
