The European Centre for Electoral Support (ECES) took part this Monday in the official ceremony inaugurating the 2026 Electoral Year, held at the premises of the Supreme Electoral Tribunal (TSE), marking the formal launch of the electoral calendar for the March 2026 Subnational Elections.

Representing ECES, Carolina Floru, Senior Expert in Electoral Observation and Civil Society, and Katya Uriona, Senior Gender Expert, attended the institutional event, which included the presentation of the Plurinational Electoral Body’s management report and the main guidelines for the new electoral cycle.

On the occasion of the event, the ECES representatives held exchanges with the President of the TSE, Gustavo Ávila, as well as with several members of the Plenary Chamber, addressing the priority agenda of the European Centre for Electoral Support in view of the subnational electoral process. These dialogues provided an opportunity to share perspectives on the operational and political challenges of the process, the importance of preventing and managing electoral conflict, and the role of electoral observation and civil society in strengthening public trust.

ECES’s participation in this institutional milestone reaffirms its commitment to providing technical support to the Plurinational Electoral Body and national stakeholders in the preparation of inclusive, transparent, and peaceful elections, in line with the work carried out under the PRO-Elección Bolivia programme, funded by the European Union and the Foreign Policy Instruments (FPI).

ECES will continue coordinating with the TSE, the Departmental Electoral Tribunals, and civil society organizations, contributing to institutional strengthening and the mitigation of electoral risks throughout the 2025–2026 subnational electoral cycle.
