On Tuesday, June 24, 2025, a technical exchange meeting was held between the European Centre for Electoral Support (ECES) and various departments of the Plurinational Electoral Body (OEP) of Bolivia, including the Directorates of IT, Logistics, Operations, and the Civil Registry Service (SERECI). ECES was represented by its ICT Senior Expert, Khaldoun Dudin, and ECES PRO-Election Bolivian staff, Rafael Loayza and Carolina Floru. The objective of the meeting was to advance in supporting the OEP under the MoU recently signed. ECES shared its experience in electoral processes, highlighting recent technical assistance efforts in Kenya and Gabon. Lessons learned and best practices were discussed, particularly regarding digitalisation of processes, electoral operations, and institutional strengthening.
During the meeting, TSE staff shared their primary concerns regarding the upcoming electoral process, with a focus on the need to build public trust in the vote-counting system. As a result of the exchange, a formal request was made to establish a dedicated line of work to provide technical assistance to the IT Directorate and the Communications Department. This support will focus on enhancing strategic communication mechanisms to ensure that Bolivian citizens receive clear, timely, and transparent information about the vote-counting and results-announcement process.
