On 22-23 May, ECES organized at Observa Bolivia’s headquarters a workshop dedicated to the validation and appropriation of key manuals designed for the network’s Citizen Electoral Observation Mission (MOEC-OB). The workshop was attended by Fundacion Construir's Chairperson herself -Jimena Freitas-, accompanied by the mission’s head and deputy head, as well as some members of the core team, underscoring the importance of the workshop. Attendees engaged deeply with the materials, building their understanding and ownership of the observation protocols that will underpin the mission's work during the 2025 Bolvian general elections. 


The objective of the workshop was to ensure a rigorous, impartial, and effective electoral observation across Bolivia based on rules aligned with those of international observation missions. The sessions centered on equipping the Mission’s leadership and its core team with a comprehensive observation handbook. Likewise, MOEC-OB analysts reviewed and adopted LTOs and STOs’ observation manuals. Additionally, the mission’s report writers were provided with a manual on the types of mission reports and how to write them in a professional manner. The set of handbooks was prepared by Pro-Election Bolivia’s Observer Trainer.


This initiative is part of the Pro-Election Bolivia project, funded by the European Union and implemented by ECES. By equipping observers with the tools and knowledge to observe the electoral environment meticulously, Pro-Election Bolivia reaffirms its commitment to fostering trust, integrity, and inclusiveness in the Bolivian democratic process.
