The National Human Rights Commission (CNDH), with support from the Project to Support Parliament and the Electoral Process (PAPPE)—implemented by ECES and funded by the European Union—organized a meeting in N’Djamena dedicated to the final review, the adoption and signing of the Collaboration Agreement between the CNDH and Human Rights Organizations (ADH).

Bringing together some 50 participants from civil society organizations, the CNDH, and institutional partners, this meeting marks the culmination of a consultation process that began several months ago to strengthen institutional dialogue and establish a sustainable framework for cooperation in the promotion and protection of human rights in Chad.

This initiative is part of the PAPPE’s efforts to consolidate democratic institutions and foster an environment conducive to more inclusive and participatory governance. Through its technical, material, and institutional support, the project contributes to strengthening the capacities of national actors and developing sustainable collaboration mechanisms.

The meeting followed discussions between the CNDH and civil society organizations during an information session held in July 2025. These consultations helped identify the mutual expectations of stakeholders and lay the groundwork for a partnership based on trust, complementary roles, and the pursuit of lasting impact.

During the session, participants presented a detailed overview of the draft agreement, followed by constructive discussions that allowed for the review of comments and proposed amendments. This participatory approach fostered collective ownership of the document and helped build consensus on its content.

The official signing of the Collaboration Agreement marks an important step in institutionalizing the dialogue between the CNDH and civil society organizations. It paves the way for better coordination of interventions, strengthened consultation, and more coherent action in support of the promotion, protection, and monitoring of human rights.
