
The Support Project to the Parliament and Electoral Processes (PAPPE), funded by the European Union and implemented by the European Centre for Electoral Support (ECES), is organizing a two-day training workshop on 5–6 November 2025 at the Palace of Democracy in N’Djamena, for members of the Committee on Economic and Financial Affairs (CAEF) of the National Assembly of Chad.
The main objective of this workshop is to strengthen the participants’ understanding of the national budget process, enabling them to better exercise their legislative and oversight responsibilities, particularly in monitoring the execution of the State budget by the executive branch.
Discussions focus on key topics such as:
- the constitutional and legal framework of the budget process,
- the principles of public financial management and the shift towards a programme-based budget,
- Chad’s current macroeconomic framework and the National Development Plan “Chad Connection 2030”,
- and the Organic Law on Finance Acts (LOLF 2014) adopted within the framework of CEMAC public finance reforms.
By the end of the training, participants will be better equipped to read, analyze, and review draft finance bills and the final accounts of the State budget. This will contribute to enhancing transparency, accountability, and performance in public financial governance.
This initiative aligns with one of PAPPE’s strategic priorities: to strengthen the post-transition Parliament and support its transformation into an effective, transparent, and citizen-oriented institution.
