Steering Committee Component 3


The EU-funded project ‘EU support to Jordanian Democratic Institutions & Development: EU-JDID project’ held the Second Steering Committee meeting for Component 3 “Support to the Political Party System” on 14th of March, 2018 at the Ministry of Political and Parliamentary Affairs (MoPPA) premises.


The meeting provided an overview of the project’s accomplishments to date and provided the opportunity for the Ministry to ensure that its vision for empowering the political party system in Jordan while enhancing the capacities of MoPPA’s staff. In addition, the meeting provided a venue for approving the project’s annual work plan.  


HE Eng. Musa Maaytah, Minister of MoPPA, opened the discussion by welcoming the EU delegation and the project management representatives, and expressed his gratitude to all present for their support in providing technical assistance, adding that MoPPA’s capacity has been enhanced since project inception in 2017.  The Minister highlighted the role of the Ministry in enhancing the political life in Jordan, and his comments were followed by Dr. Ahmad Ajarmeh, Head of International Cooperation, noting the ministry’s appreciation for the various aspects of capacity-building provided by the Netherlands’ Institute for Multiparty Democracy (NIMD) staff.   


The resident Senior Political Parties Advisor and Head of Component 3 presented the activities developed in close collaboration with MoPPA to date, such as enhancing the capacities of MoPPA staff on coalition-building, strategic planning and related key performance indicators, monitoring and evaluation of political parties’ performance as well as conducing the training of young political and civic actors training program and the training workshops conducted with the political parties in order to discuss possible amendments to the Jordanian By-law on State Subsidies to Political Parties. Planned activities for 2018 and MoPPA’s additional requests for activities to be added on the project plan were presented and approved by the committee.


Mr. José Manuel Pinto Teixeira, EU-JDID Programme Coordinator, expressed appreciation for the coordination between the Ministry and the project and explained that MoPPA’s additional requests of activities will be further discussed for possible implementation. Dr. Michael Steffens, Quality Support, Aid Coordination & Governance, EU Delegation to Jordan said that the EU through the implementation of this project will continue to support the Ministry in capacity building of political party development while continuing to enhance the professional skills of MoPPA’s staff.


At the end of the meeting, proposed activities were agreed upon, and H.E Eng. Baker Abadi, Secretary General of MoPPA, trusts that the close cooperation between the EU-JDID and MoPPA will lead to successful and fruitful results moving forward. Therefore, the officials at MoPPA have requested for short follow-up meetings with the project teams to discuss various technical development matters.


EU-JDID encompasses three components (Parliamentary Support, Electoral Assistance and Support to the Political Party System) implemented by the consortium-led by the European Centre for Electoral Support (ECES). The Consortium is composed of the European Partnership for Democracy (EPD)Westminster Foundation for Democracy (WFD), the Netherlands Institute for Multiparty Democracy (NIMD), and the French Agency for Media Cooperation (CFI). All the consortium members are part of the EPD. EPD is the most important network of European civil and political society organizations working on democracy assistance. The fourth component of EU-JDID (Support to the Civil Society Organisations), is implemented by the Spanish Cooperation Agency, AECID.
