As stipulated in the Organic Law amending and supplementing the Organic Law N°10 /013 of 28 July 2010 on the organization and functioning of the Independent National Electoral Commission (CENI) of DRC, the mission of the CENI is to "organize democratic and transparent elections in an independent, neutral and impartial way" (Article 9).
The new CENI composition was confirmed on June 7th 2013 by the National Assembly. On this occasion its new members were invested by Presidential Decree issued on June 12th 2013. EFEAC and ECES, at the request of the CENI, implemented the following activities to achieve the objectives outlined by the CENI for the first few weeks of activity from August 3013 to February 2014:
- The development of an organizational diagnosis.
- The development of the terms of reference of the evaluation methodology for the electoral registery, aiming its consolidation.
- The implementation of a capacity building exercise in Leadership and Conflict Management Skills for Electoral Stakeholders (LEAD) for the benefit of CENI's members. The training took into account topics such as biometry, the electoral register and transmission of electoral data. The course was held in Kinshasa from 5th to the 8th of August 2013 and was attended by the elected members of the CENI and its senior board executives.
