Funded by the European Union via the Support Programme Matter of Peace and Security (PAPSII), the project is geared towards strengthening the capacity of stakeholders in the electoral process of the 10 countries of the ECCAS through LEAD  training of trainers, courses and training in media monitoring. The main electoral stakeholders addressed have been the Electoral Management Bodies and the civil society organizations working in electoral observation. 
So far a series of LEAD Training have been delivered in  Burundi, Cameroon , DRC, Gabon , Chad , Sao Tome , Equatorial Guinea. 

The overall objective is to contribute to the development of democratic processes in ECCAS countries, particularly in Burundi, Cameroon, Gabon, Chad, DRC, Equatorial Guinea and Sao Tome. The project aimed at developing the capacity of electoral management bodies in ECCAS countries, especially in view of future elections from 2012-2014. Most activities have been mainly implemented by the Electoral Unit ECCAS supported by the Electoral Training School in Central Africa (EFEAC) and ECES.
