ECES SSSA Training

The European Centre for Electoral Support (ECES) has been awarded the contract for the implementation of the USAID-funded training tour “Ensuring Efficient Investigations and Prevention of Election Fraud”. The training, which takes place in Italy from 15 to 22 April 2018, is organised by ECES in partnership with Scuola Superiore Sant’Anna


The training gathers ten participants from Ukraine who are qualified representatives of the following organizations and groups: Ukrainian Central Election Commission, territorial election commissions; NGOs engaged in monitoring and investigations of electoral fraud and investigative journalists.


The purpose of the Programme is to equip participants with knowledge and skills necessary for developing and implementing the conduct of efficient investigations against electoral crimes that will be used by law enforcement institutions and election commissions in Ukraine. In addition, this training will improve participants’ understanding of techniques of efficient investigations. 


Finally, participants will learn about European approaches and models to raise public awareness of voter bribery and organized crime efforts that could be applicable in Ukraine.  Given the relevance of Italian experience with regards to the strategy against organized crime related to elections, this study tour facilitates peer exchange between Ukrainan electoral experts, civil society and media representatives with Italian counterparts.


During the Programme, the participants will study mechanisms used by the Italian government, institutions, NGOs, and media to prevent uninvestigated electoral crime. This knowledge will help them to develop amendments to Ukrainian electoral legislation, criminal code and code of administration offenses.


Finally, Ukrainian participants will meet their Italian peers and establish working contacts critical for fostering professional cooperation between two countries.


Within the context of this Programme, participants will visit SSSA premises located in Pisa (Tuscany) in order to attend presentations and lectures from eminent academics. The second part of the training will allow participants to meet with Italian institutions and stakeholders involved in election fraud prevention and investigation in Rome. Training locations, Rome and Pisa, will offer the possibility to ensure a high quality-training programme while allowing participants to discover symbolic places of Italian culture and European values.
