DIPLOCAT Election Observation Training
Barcelona, 13-17 October 2014
The Public Diplomacy Council of Catalonia (DIPLOCAT) has teamed up with the European Centre for Electoral Support (ECES) and the Barcelona International Peace Resource Center (BIPRC), to design and conduct a DIPLOCAT Election Observation (DEO) training for citizens from Catalonia. The training is aimed at strengthening their capacity in election observation in order to be considered for deployment in international election observation mission. The training will be held between the 13 and 17 of October 2014 in Barcelona.
From its many years of experience in electoral support, ECES members have built a training methodology that combines both theoretical and practical exercises to provide participants with an approach that is derived from field experience and that is in line with international commitments and obligations in the electoral field.
The DEO training will be held in English for the duration of 5 full day. The curriculum of the training is structured as below:
Day 1: Introduction to electoral observation
Day 2: Context analysis, international commitments and obligations for elections
Day 3: Observing an election at the pre-electoral phase
Day 4: Observing an election at the post-electoral phase
Day 5: Reporting on elections and engaging with electoral stakeholders
Registration for the training course will commence on the 5th of September. Participants are required to achieve 80 percent attendance to receive the Statement of Accomplishment Certificate. The training occasion will accommodate a restricted number of 25 participants.
