Cyril studied politics and communication and was awarded a Master in Geo-policy specialised in public administration modernization. After three years as Consular Attaché at the French Embassy in Ukraine, Cyril joined the French administration where he implemented electoral cycles, population census and public services modernisation programmes during eight years.
Since 2010, Cyril combines various activities as:
- Reporter for the French Commission on campaign accounts and political financing,
- Election analyst for the European Union observation missions in Afghanistan (2014), and Guinea (2013)
- International observer in Pakistan (2013), Algeria (2012), Ukraine (2002-2004-2012), Russia (2011), Haiti (2011), South Sudan and Sudan (2010-2011), Zambia (2011), Guinea (2010), and Kazakhstan (2007),
- and trainer (group Territorial) of members of the local councils and election administration on Election cycle implementation, Election Law, public services modernisation programmes and campaign financing.
