The Agency for Peacebuilding (AP) is a non-profit organization whose mission is to promote conditions to enable the resolution of conflict, reduce violence and contribute to a durable peace across Europe, its neighbouring countries and the world. AP is the first Italian organization specializing in peacebuilding. This allows us to occupy a unique role in the European landscape: on the one hand, we interpret and synthesize relevant topics for the benefit of Italian agencies and institutions working on peace and security; on the other, we highlight experiences, capacities and resources specific to the Italian system, which can contribute to the resolution of violent conflict.

The Berghof Foundation is an independent, non-governmental and non-profit organisation supporting people in conflict in their efforts to achieve sustainable peace through conflict transformation and peacebuilding.

The Democratic Progress Institute (DPI) is an independent non-governmental organisation established in consultation with international experts in conflict resolution and democratic advancement. DPI seeks to promote peace and democracy building through strengthened public dialogue and engagement. We provide a unique programme model which combines theoretical foundations and expertise-sharing with practical approaches such as conferences and other platforms for exchange. Humanity & Inclusion (the new name of Handicap International) is an independent and impartial aid organization working in situations of poverty and exclusion, conflict and disaster. HI works alongside people with disabilities and populations experiencing situations of extreme hardship, taking action and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

The Institute for Research and Education on Negotiation (“IRENE”, meaning peace in Greek), was created by ESSEC in 1996 in order to gather researchers and practitioners interested in negotiation, mediation, stakeholders dialogue, and conflict resolution (academics, senior civil servants, elected representatives, managers and employees of businesses, trade unionists, social mediators).

The Platform is a German network of associates, aiming to promote peaceful conflict management. The preamble to the Charter of the German Platform for Peaceful Conflict Management states the networks’ purpose and committment: “On the threshold of the 21st century, the world is facing an unbearable amount of violence, especially in internal conflicts. To reduce and overcome this violence, the development of diverse approaches to peaceful conflict management is essential. Therefore it is necessary, that non-governmental organisations increase their engagement and that in general society’s capability of managing conflict constructively will be strengthened.” The German Platform for Peaceful Conflict Management rises to this challenge. The Platform was founded in 1998 in Bad Honnef, Germany. It is designed as an open network.

The Global Partnership for the Prevention of Armed Conflict (GPPAC) is a global network led by civil society organisations (CSOs) actively working to prevent violent conflict and build more peaceful societies. The network consists of 15 regional networks, with priorities and agendas specific to their environment. Each region is represented in the International Steering Group, which jointly determines our global agenda and approach.

The Guerrand-Hermès Foundation for Peace (GHFP) Research Institute was founded in 1995 by co-founders Simon Xavier Guerrand-Hermès, a board member of Hermès International, and Sharif Istvan Horthy, the grandson of Admiral Horthy (Regent of Hungary 1920-1944). The International Catalan Institute for Peace is a research, dissemination and action organization created by the Parliament of Catalonia in 2007 with the aim of promoting the culture of peace in Catalan society and internationally, and make Catalonia play an active role as an agent of peace in the world. ICIP is a public institution but at the same time it is independent, with its own legal personality. It aims to support public administrations, the academic world and civil society, and reports to Parliament, the Government and the citizenry as a whole.

The International Center for Transitional Justice (ICTJ) works for justice in countries that have endured massive human rights abuses under repression and in conflict. ICTJ works with victims, civil society groups, national, and international organizations to ensure redress for victims and to help prevent atrocities from happening again.

The International Crisis Group is an independent organisation working to prevent wars and shape policies that will build a more peaceful world. Crisis Group sounds the alarm to prevent deadly conflict. They build support for the good governance and inclusive politics that enable societies to flourish. Crisis Group engages directly with a range of conflict actors to seek and share information, and to encourage intelligent action for peace.

Kosovar Centre for Security Studies is an independent policy research centre founded in April 2008 and based in Prishtina – Kosovo. KCSS is dedicated to security sector development and reform in Kosovo and Western Balkans. It proactively promotes principle of good governance, integrity and resilience.

Nonviolent Peaceforce (NP) is a global civilian protection agency (NGO) based in humanitarian and international human rights law. Un Ponte Per (UPP) is an international solidarity association and NGO founded in 1991 immediately after the Iraq war. Its focus has always been the solidarity for the Iraqi population affected by the war. Originally called “Un Ponte Per Baghdad”, the association later became known as “Un Ponte Per” after expanding its work into Serbia, Kosovo and other Middle Eastern and Mediterranean countries. Wider Security Network (WISE) is a civil society network established in October 2015 that brings together Finnish NGOs and parliamentary groups, to work together to promote peacebuilding, crisis management and conflict prevention both nationally and internationally. WISE highlights the importance of human security, according to which security discussion should include broader perspectives than just the traditional aspects of security. Wider human security includes e.g. human rights and participation, democracy and good governance, environmental and economical questions as well as sustainable development. WISE’s most important strategic goal is to encourage public analytical discussion regarding the practical meanings of human and broad security as well as to support actions to advance them. World Vision is a global Christian relief, development and advocacy organisation dedicated to working with children, families and communities to overcome poverty and injustice. It was founded in 1950 by Robert Pierce as a service organization to meet the emergency needs of missionaries. In 1975 development work was added to World Visions objectives.

The African Union (AU) is a continental body consisting of the 55 member states that make up the countries of the African Continent. It was officially launched in 2002 as a successor to the Organisation of African Unity (OAU, 1963-1999).

SSSA is a public (special-statute) university that works in the field of applied sciences and offers PhD programmes, Master degrees, professional courses and continuing education programmes. Ever since 1998 SSSA has developed an extensive experience in Electoral Policy, Practice, Assistance and Studies including the Master on Electoral Policy and Administration. SSSA is part of the EUA (European University Association) as an "individual full member". ECES-SSSA's collaboration aims to develop and conduct customised, accessible and innovative capacity building programmes for current and aspiring election administrators and practitioners. ECES -SSSA partnership will also increase the accessibility of knowledge tools/capacity building programmes through the updating and upgrading of the ECES-SSSA existing training curriculum including translation and customisation. With regards to capacity building, ECES and SSSA collaborate to allow mid-upper electoral professionals, practitioners and other interested electoral stakeholders to enroll and attend the on line Master on Electoral Policy and Administration (MEPA) or any of the 19 individual modules of MEPA, and which are based on the electoral cycle approach.

Fondation Hirondelle is a Swiss non-profit organization which provides information to populations faced with crisis, empowering them in their daily lives and as citizens. Founded in 1995 and based in Lausanne, Fondation Hirondelle is currently active in 8 countries on 3 continents.

The European Ombudsman is an independent and impartial body that holds the EU’s institutions and bodies to account, as well as promoting good administration. The Ombudsman helps people, businesses and organisations facing problems with the EU’s administration by investigating complaints about maladministration by EU institutions and bodies, but also by proactively looking into broader systemic issues.

End violent conflict. It’s our purpose — our call to action. Instead of tearing down an existing world, we focus on constructing a new one. We do this through a type of peacebuilding called conflict transformation. Meaning: we look to change the everyday interactions between groups of people in conflict, so they can work together to build up their community, choosing joint problem-solving over violence. Our mission is to transform the way the world deals with conflict, away from adversarial approaches, toward cooperative solutions.

A Political Safari is a mobile-cinema democracy and voter education outreach project that Jarreth Merz, director of An African Election and the film production company Urban Republic, has developed with international and African partners to showcase his documentary. He has launched a unique outreach tour to support Africans striving for self-determination. Merz designed a truck with a projector and screen to drive safari-style throughout Africa bringing the film to students, civic groups, workers and rural areas where people don’t have access to electricity let alone cinema.

KIC is a party affiliated organization involved in democracy assistance. KIC has projects on three continents, in countries such as Ukraine, Belarus, Cuba and Uganda. KIC’s goal is to contribute to democracy and development in the countries in which it operates through the support in building a multi-party system and by supporting other Christian Democratic parties. Over the past twenty years, KIC has seen a number of nations make a transition to democracy, but there are still a lot of places around the world where political and civil rights are violated by the ruling regime. Through cooperation with local democratic forces, KIC strives to change this. The vision that guides KIC’s cooperation is a democratic and peaceful world, founded on human rights and good governance.

 

ECES and KIC have worked together in the framework of the PYPA project. In the specific their partnership focused on the delivery of specific training for young politicians in Uganda.

Located in Costa Rica, within the United Nations-mandated University for Peace (UPEACE), the UPEACE Centre for Executive Education delivers dynamic courses to leaders from around the world. The Centre reaches out to nonprofit leaders, business executives, educators at all levels, UN staff, students and other professional audiences. The approach to all courses is innovative, interactive, and participant-centered, using case-studies and field trips when appropriate. The Centre aims to develop key leadership skills by incorporating intercultural communication, negotiation and Conflict Resolution, teambuilding. UPEACE Centre offers transformational educational experiences that are dynamic and engaging while inspiring our participants to have a positive impact in our interconnected world. The Centre envision a world in which everyone is empowered to use their passions and strengths to act as global change agents. Through educational experiences that integrate learning, creating, connecting and doing, it provide a transformational pedagogical approach that helps people flourish personally and professionally.

In 2016, non-governmental organisations (NGOs) in Geneva joined forces on the common understanding that promoting human rights worldwide must first be applied to basic human rights in their own structures. As a result of this, they started promoting a basic pay (stipend) for their interns. There is no justification whatsoever that could support any structure working towards the improvement of human rights that does not pay its interns. Not to pay interns prevents people from the Global South from interning in Northern NGOs and International Organisations (IOs). This is fundamentally contrary to the most basic human values that we claim to defend. We have to put an end to what has become normal and acceptable. We proudly proclaim that we pay our interns.

CFI is the media cooperation agency of the French Ministry of Foreign Affairs and International Development, and is responsible for coordinating and implementing French aid policy for promoting and enhancing the media in developing countries. CFI works alongside players operating in the media industry (TV, radio, written press, social media), whether state-owned or privately owned, in order to strengthen the modernisation and democratisation procedures that France so avidly supports. CFI is currently involved in around thirty projects that fall within four major programmes: media and pluralism, media and enterprise, media and development, and media and human resources.

OneWorld (www.oneworld.org) is a non-profit UK-based organisation which innovates new media, mobile and web technologies for social good, helping people across the world to improve their lives and become active citizens. Within the context of Democracy support, OneWorld’s real-time election monitoring platform is empowering civil society in some of the world’s most fragile democracies. Theirs live-updating data platform provides the information they need to respond quickly to electoral faults and hold officials to account for fair and credible elections. Recognizing that democratic foundations are built before and after Election Day too, OneWorld’s holistic approach also includes cross-media civic education tool, media-training and media-monitoring component; long-term electoral observation and “Ask Your MP” , an accountability tool that connects citizens directly to their elected officials by SMS, email, or Facebook. Within the context of the Project supporting Credibility and Transparency of Elections in Burkina Faso (PACTE-BF), ECES collaborated closely with OneWorld for the implementation of the Electoral Situation Room (BurkinaVote 2015 www. burkinavote.com ).

The International Centre for Parliamentary Studies exists to promote effective policy making and good governance through better interaction between Parliaments, Governments and other stakeholders in society. The Centre’s primary focus is the empowerment of Human Capital through Capacity Building. To this effect, the Centre organises a range of Training Programmes, Conferences and Policy Discussions to address current public policy issues on the International Stage, in the European Union and the UK. These provide a forum for policy discussion, debate, networking and sharing of best practices. ICPS publishes The Government Gazette, a quarterly magazine that brings a unique and rounded perspective to the major issues of the day affecting good governance. The Centre also offer international consultancy services across a range of areas, including electoral affairs, regulation, governance, public sector reform, health & security.

The Association of World Election Bodies aims to contribute to the development of democracy by fostering efficiency and effectiveness in conducting free, fair, but also inclusive, transparent and participative elections worldwide. A-WEB is an international election organization established by electoral management bodies and electoral professionals worldwide with the aim of ensuring mutual cooperation for the spread of democracy while simultaneously dealing with issues in the present and the future. For this purpose, A-WEB provides training for election officials and organizes various election observations. A-WEB also plans and implements country programs to improve electoral democracy and works in collaboration with other international organizations with a goal of spreading the democratic election system around the globe and taking actions responding to the political and electoral issues of our time.

With about 400 partner organizations in 30 countries, Diakonia’s mission is to improve living condition for the most vulnerable people in the world. Diakonia does not implement or carry out projects on its own. Instead, Diakonia supports and cooperates with local partner organizations. Diakonia do the main part of their work at local level by supporting partner organizations to enable people living in poverty, particularly women and young people, to organize, change power relations and ensure qualitative participation in decision-making processes. Diakonia’s work also entails institutional support, based on a strategy for change and a rights-based approach. On issues such as legislation, decentralisation, accountability and anti-corruption, the democracy work at local level is linked to that at national level. Diakonia also works with similar processes to enable rights holders and partner organizations to offer their input at regional and international level. In Burkina Faso, Diakonia has been supported by ECES within the context of the Project in Support of the Credibility and Transparency of Elections (PACTE-Burkina Faso) for the implementation of an Electoral Situation Room for the General Elections of November 2015.

The work of Demo Finland is based on a resolution made by the Finnish government in 2004, according to which “Respect for human rights, promotion of gender and social equality, democracy, good governance and sound economic management are essential cornerstones of development. […] Improving the circumstances for well-functioning parliaments and party systems to function in developing countries lays the foundation for the development and consolidation of democracy. The government is examining the prospects for making better use of the experience and participation of Finnish MPs and political parties.” The basis of Demo Finland’s work is the importance of democracy to development, as well as the importance of functional and responsible political parties to democracy. Demo Finland supports Finland’s development goals by bringing the input of political parties into the Finnish development cooperation. Political parties have a key role in supporting a functional democracy. Parties are necessary to a pluralistic democratic system. Despite the criticism parties face, nothing else could take on all the varied tasks vital to society. Parties form the parliament and the government, parties are the channel through which the political will of citizens is guided into political decision-making, and parties give citizens a chance to take part in politics. A true representational democracy needs functional and responsible parties. Democracy cannot be exported, but it can and must be supported, because a multi-party system is a way towards a society that’s stable and that respects all human rights.

The Eastern Europe Studies Centre (EESC) is a non-governmental, non-profit organization aiming to build civil society and promote democracy in Eastern Europe by monitoring and researching political, economic, and social developments in the region, and by developing qualitative analyses of them. EESC organizes conferences, seminars, and round-table discussions regarding issues relevant to civil society and democracy; it trains people in areas relevant to its mission; and it also offers consultations and recommendations to individuals and organizations cooperating with Belarus, Ukraine, Moldova, and Georgia. EESC specializes in the EU Eastern neighborhood policy. The Eastern Europe Studies Centre was established by the Vilnius University in 2006 in pursuance of the PHARE Cooperation Across the Borders program in the Baltic Sea region. The idea matured in Vilnius in accordance with Lithuania’s wish to be active in Eastern Europe politics and to have a strong analytic centre that is able to analyze political, economic, and social processes in Easter Europe. In 2007 EESC has expanded its field of activity by establishing the Democracy and Development Assistance Fund. Its fundamental aim is to promote Freedom and Democracy in the Eastern Europe by streghtening cooperation across the borders and building networks that would implement development oriented projects that would put grounds for emerging democratic processes in the region. The Fund has six programmes and is willing to support various projects in different fields.

FRIDE is a European think tank for global action, which provides innovative thinking and rigorous analysis of key debates in international relations. Our mission is to inform policy and practice in order to ensure that the EU plays a more effective role in supporting multilateralism, democratic values, security and sustainable development. FRIDE benefits from political independence and the diversity of views and intellectual background of its international team. Based in Madrid, FRIDE seeks to enhance the southern European perspective within EU debates and the European perspective within Spain. The People in Need Organization was established in 1992 by a group of war and foreign correspondents who were no longer satisfied with just bringing back information to the Czech Republic. Instead, they began sending out aid. It gradually became established as a professional humanitarian organization striving to provide aid in troubled regions and support adherence to human rights around the world. Within the twenty years of its existence People in Need has become one of the biggest non-profit organization in Central Europe. Apart from humanitarian aid and human rights, it started targeting the field of education as well as helping people living in social exclusion. People in Need is a member of Alliance2015, a strategic network of seven European non-governmental organizations engaged in humanitarian assistance and development projects. This collaboration yields effective results both in the target countries and in campaigns aimed at influencing the attitudes of politicians and the general public in Europe.

The Catholic University of Portugal (better known in Portugal as UCP- Universidade Católica Portuguesa or just “a Católica”) was established in 1967 by decree of the Holy See (Lusitanorum Nobilissima Gens), at the request of the Portuguese Bishops’ conference and under Concordat Law. UCP is the first modern Portuguese university not to be founded by the State, but is instead the result of the Concordat between the Portuguese government and the Vatican, which established the university under the tutelage of the Catholic Church. The creation of the University, the fulfilment of a 40-year dream of the Portuguese Church, constitutes a milestone in modern higher education in Portugal: for the first time the State was not directly involved in and responsible for a university. As had been the case in the 16th and 17th centuries, in the renowned Universities of Coimbra and Évora, the Church was given the opportunity to contribute decisively to the higher education of young people, by offering them, along with academic and scientific excellence, an overall education based on the principles and values of Christianity. The late seventies and eighties saw the establishment and development in Portugal of a privately-owned sector in higher education (including both universities and polytechnics). Within that context, there has been a generalised acceptance of the distinctive position held by the Catholic University – a public, non-State and non-profit-seeking institution. Nowadays, and following the general trend in Portugal and abroad, UCP enjoys a large degree of autonomy in the creation and running of new campuses, faculties and courses. Taking advantage of the fact, it has been a pioneer in some respects of university development in Portugal, either with regard to areas of knowledge not previously taught (e.g. business administration and management, food engineering, multimedia, digital arts) or to the regional dispersion of campuses.

The Network for European Studies (Canada), is an ad hoc consortium of universities whose faculty teach and conduct research in the field of European studies with emphasis on the EU. It is considered as an important driver in advancing Canada-EU relations and in enhancing knowledge about the European Union in Canada. Founded in 2004, the Network boasts eight member universities and eight participating universities. In collaboration with its European partners, the Network organises an EU Study Tour and Internship Programme, which is the largest and most comprehensive program of its kind in Canada and, perhaps, in North America. Capilano University provides the administrative and organisational support for the Study Tour as well as offering undergraduate credit for any student participant whose institution is not participating. ECES is an important European partner for the Network, providing an internship position for students in the relevant studies, providing therefore a great opportunity for students to get a first-hand experience in European affairs.

The Barcelona International Peace Resource Center (BIPRC) is the outcome of an initiative launched by the Barcelona City Council to promote the culture of peace through dialogue, awareness-raising, and training in crisis management and conflict resolution. Created in 2009, the BIPRC is the only center of its kind in Spain. Its work is inspired by the philosophy of centers around the world specializing in crisis management and peace operations. The BIPRC's main activity is an international specialized training program designed to meet the extensive learning needs of civilian personnel and to equip them with the skills they need to engage in field operations around the world.

 

ECES and the Barcelona International Peace Resource Centre have worked together since 2010 in the provision of open-enrollment courses on fundamental election support issues, such as the prevention of election-related violence. Since 2012, the BIPRC has also hosted the delivering of the LEAD (Leadership and Conflict Management Skills for Electoral Stakeholders) curriculum.

BRIDGE stands for Building Resources in Democracy, Governance and Elections. It is a modular professional development program with a particular focus on electoral processes. BRIDGE represents a unique initiative where five leading organisations in the field of democracy and governance have jointly committed to developing, implementing and maintaining the most comprehensive curriculum and workshop package available, designed to be used as a tool within a broader capacity development framework.?? The five BRIDGE partners are the Australian Electoral Commission (AEC), International IDEA, International Foundation for Electoral Systems (IFES), United Nations Development Programme (UNDP) and the United Nations Electoral Assistance Division (UNEAD).

 

Several members of the ECES staff are also BRIDGE accredited and accreting facilitators. Consequently, they deliver BRIDGE TtF and BRIDGE specific modules in the framework of ECES projects with the aim of strengthening local stakeholders’ capacities in the managing of the electoral cycle activities.

Ceci n’est pas une crise is a new politically independent foundation that aims to counter the spread of identity populist movements. Ceci n’est pas une crise wants to reframe the debate on the current societal transformations - such as the ideological changes due to the fall of the Iron Curtain, changes in gender and family roles, decreasing the importance and influence of institutions such as the church and other authorities, the IT (information technology) revolution, economic and financial globalisation, climate change, global media and mass communication - that cause identity confusion within our society.

 

The consequential fears and insecurities provide a fertile breeding ground for populist movements as it makes us receptive to scapegoating of “the other” (so called identity populism) and to various forms of extremism. So far, there seems to be awareness but no practical solutions to counter these trends. Ceci n’est pas une crise wants to bring together international expertise and all relevant actors to actively develop and promote counter-measures.

Club de Madrid is an independent non-profit organization composed of over 90 democratic former Presidents and Prime Ministers from more than 60 different countries, constituting the world´s largest forum of former Heads of State and Government, who have come together to respond to a growing demand for support among leaders in two key areas: democratic leadership and governance and response to crisis and post-crisis situations. Both lines of work share the common goal of addressing the challenge of democratic governance and political conflict as well as that of building functional and inclusive societies, where the leadership experience of our members is most valuable. The Club de Madrid works to strengthen democratic institutions and to offer advice on the resolution of political conflicts in order to enhance development and improve the lives of those most in need. The Club de Madrid assists in the identification of politically sustainable solutions to the challenges faced by today’s leaders, developing practical recommedations, action plans and implementation strategies. The direct exchanges with current leaders on a peer-to-peer basis, and the ability of our member´s to deliver the right message at the right time are an essential part of our work and is the core of our impact. Recognition of this very unique added value is explicitly shown by the the growing demand for Club de Madrid support.

CC has the ability and knowledge to bridge the production of artworks with reliable analytical investigation in dedicated projects. CC therefore enables its clients to deliver creative and nuanced messages on complex international and socio-economic issues. The hybrid content produced can match the targeted audience, which is enlarged thanks to innovative multimedia distribution channels. Collateral Creative multimedia content ranges from photo, sound, video, exhibition, journalistic essays, and expertise work about socioeconomic and international issues.

 

ECES and Collateral Creation have worked together in the creation of the SUDAN Video. Earth Charter Initiative is the collective name for the global network of people, organizations, and institutions who participate in promoting the Earth Charter, and in implementing its principles in practice. The initiative is a broad-based, voluntary, civil society effort, but participants include leading international institutions, national government agencies, university associations, NGOs, cities, faith groups, and many well-known leaders in sustainable development. The mission of the Earth Charter Initiative is to promote the transition to sustainable ways of living and a global society founded on a shared ethical framework that includes respect and care for the community of life, ecological integrity, universal human rights, respect for diversity, economic justice, democracy, and a culture of peace.

 

ECES endorsed the Earth Charter and embraced its spirit and aims. ECES pledged to join the global partnership for a just, sustainable, and peaceful world and to work for the realization of the values and principles of the Earth Charter.

The European Inter-University Centre for Human Rights and Democratisation (EIUC) is an interdisciplinary centre of excellence formed by 41 universities from all European Union Member States. It was founded in 2002 on a commitment to adhere to the values promoted by the EU, to promote high-level inter-disciplinary human rights education, research, training and culture, and a shared global understanding of human rights and democracy. EIUC is located in Venice, Italy. EIUC’s mission is to foster a community of scholars, researchers and professionals in order to promote democracy and the implementation of human rights worldwide. The EIUC is financed by the European Union through the European Instrument for Democracy and Human Rights (EIDHR). It also serves as a think-tank by organising « Diplomatic Conferences » on current political issues on human rights and democratisation by gathering academics, experts, officials from the European External Action Service and members of the European Commission.

Created in 1999, HAMAP is a non-governmental organization, that stresses the importance of humanitarian assistance. HAMAP’s endeavours privilege the long-term strategy, in a concern of durability, to assist the populations in the development and the accomplishment of their projects. However, in times of crises, HAMAP has demonstrates on a consistent basis an ability to react, and take part in emergency and reconstruction projects. The strength of the NGO rests on a wide and diversified support network, as well as a narrow collaboration with beneficiaries and various local actors from developing countries.

 

Together with ECES, Hamap is part of the consortium led by Transtec that in December 2013 won the LOT 12 of the EU Framework Contract Beneficiaries. ECES does not collaborate with IBF or any other consortium or companies of the LOT 7 if there is an interest for ECES in being considered for the implementation of EU electoral assistance projects that are formulated by electoral experts hired by EU services under this framework contract.

The International Institute for Democracy and Electoral Assistance, based in Stockholm, Sweden, is an intergovernmental organization with a mission to support sustainable democracy worldwide. The objectives of the Institute are to support stronger democratic institutions and processes, and more sustainable, effective and legitimate democracy. The International IDEA provides knowledge, expertise, and a platform for dialogue in constitution-building, electoral processes, political parties, and democracy and gender issues.

 

ECES and IDEA have cooperated in the framework of the SUDEL Project. ECES has inherited the “Supporting Democratic Transition in Libya” project from International IDEA. The two organisations together also organised a lessons learned exercise on the 7th until the 8th of June 2012 over the local elections in Benghazi of the 19th May 2012.

By extending leadership development to all, LBB is expanding the leadership equation. By helping individuals lead themselves, work more effectively with others, and enact inclusive change, LBB is improving lives, advancing organizations, and transforming communities. LBB believes that leadership development is a lever that can and will change the world.

MediatEUr was founded and built up by a number of individuals that saw challenges in their respective fields of international conflict resolution, be that in the commercial arena, or foreign policy. It is based on the idea that promoting interest-based negotiation and mediation could make a meaningful contribution to tackling these challenges. MediatEUr was established as a forum that brings together and supports conflict resolution professionals, and helps advance the professional practice of international peace mediation. Since its founding in 2008, MediatEur has worked on a growing number of assignments and projects around the world, and has built up a solid network of professionals that act as a resource in this field. The primary objective of MediatEur is to support the peaceful transformation of armed conflicts within and between states, by promoting the use of innovative and effective methods of conflict resolution, dialogue and mediation. A novel venture in international peace mediation MediatEUr brings together a network of qualified mediators and thematic experts to support peace processes in countries affected or threatened by conflict working with conflict parties, peace practitioners, policymakers and organizations active in conflict resolution, peacemaking and peace building.

 

In the search for integrating new approaches in the prevention of election-related violence, ECES and MediatEur have worked together on the creation of greater linkages between conflict prevention, mediation and electoral assistance. Indeed, ECES and MediatEUr organised a workshop in September 2012, the result of which are summarized in the publication Expert Seminar Report: Missing a Trick? Building Bridges between EU Mediation and EU Electoral Support in Conflict-affected Countries. MediatEUr also led the 2012 LEAD training workshop in Barcelona in partnership with ECES and CCL.

The Netherlands Institute for Multiparty Democracy (NIMD) is a democracy assistance organization of political parties in the Netherlands for political parties in young democracies. Currently working with more than 150 political parties from 21 programme countries in Africa, Latin America, Asia and Eastern Europe, NIMD supports Joint initiatives by parties to improve the democratic system in their respective countries, the institutional development of political parties and efforts to improve relations between political parties, civil society and the media.

 

ECES has worked with the Netherlands Institute for Multiparty Democracy in the implementation of the SUDEL “Supporting Democracy in Libya” project in 2012 and 2013. In 2014, ECES and NIMD are both partners in the consortium lead by Transtec on lot 12 Humanitarian Aid, Crisis Management & Post-Crisis assistance.

Osservatorio di Pavia is an Italian institute dedicated to the research and the analysis of communication, founded in 1994 by CARES (Cooperativa di Analisi e Rilevazioni Economiche e Sociali). The main activity of Osservatorio di Pavia is the study of communication both through traditional media (press, radio and television) as well as the one related to the development of new technologies (internet). With the experience gained at the national level, Osservatorio di Pavia has been accredited as one of the main centers regarding freedom of expression, media and democracy at the international level, in particular through cooperation with the Italian Ministry of Foreign Affairs, with 'OSCE / ODIHR, the European Union, the Council of Europe (COE), the UN and with national and international NGOs.

 

ECES and Osservatorio di Pavia have a long-standing partnership that resulted in the organisation of open-enrollment training, such as the Effective Electoral Assistance Training and the LEAD training in Barcelona. Furthermore, ECES and Osservatorio di Pavia have worked together to provide specific Media Monitoring Training in the frameworks of ECES projects, such as the PACTE project.

SHER Ingénieurs-Conseils s.a. is specialised in water supply, sanitation, rural development, environment, irrigation, agriculture, breeding, rural infrastructures and constructions, project's evaluations, rehabilitation, environmental protection, agro-industrial projects, hydro-agricultural projects, territorial management, GIS (Geographical Information System). Westminster Foundation for Democracy (WFD) is the UK public body dedicated to supporting democracy around the world. Operating directly in over 40 countries, WFD works with parliaments, political parties, and civil society groups as well as on elections to help make countries’ political systems fairer and more inclusive, accountable and transparent. WFD’s initiatives include: helping protect women from violence in the Middle East, making politics more inclusive in Africa, consolidating democratic institutions in Asia and building trust in democracy across the Western Balkans. On behalf of the United Kingdom, WFD recruits international election observers and leads the Commonwealth Partnership for Democracy (CP4D), a UK initiative to support the political engagement of minorities and vulnerable groups in developing countries across the Commonwealth. Over 25 years after its establishment, WFD fields nearly 150 staff in offices in 33 countries spanning from Caracas to Vientiane. WFD is a member of the European Partnership for Democracy (EPD), the umbrella organisation for European democracy assistance organisations.

The Africa-Caribbean Political Support Cell was initiated during the Congolese political transition in 2004. Its objective is to accompany countries in transition or post-conflict in Africa and the Caribbean towards the consolidation of the rule of law.

Considered one of the pillars of the African Economic Community, ECOWAS was set up to foster the ideal of collective self-sufficiency for its member states. As a trading union, it is also meant to create a single, large trading bloc through economic cooperation. Integrated economic activities as envisaged in the area revolve around but are not limited to industry, transport, telecommunications, energy, agriculture, natural resources, commerce, monetary and financial issues, social as well as cultural matters.

EFEAC is an initiative led by the ten member states of the Economic Community of Central African States (ECCAS). The primary objective is to support EFEAC members states in contributing to the consolidation of democracy and governance in Africa. This will be achieved through the training of managers and stakeholders in the electoral process and the promotion of applied research in electoral matters. In this context, the EFEAC organizes different types of training in electoral administration.

 

The ECES-EFEAC partnership is based on the synergies between the two organizations, through which the electoral process can be effectively supported in the Democratic Republic of Congo (DRC), in the ECCAS countries, as well as in the Southern African Development Community (SADC). On the one hand, EFEAC focuses on regional expertise necessary for a school of regional reputation as well as contextual knowledge of the ECCAS countries. On the other hand, with the help of international experts, ECES provides support and expertise in working with international organizations, donors, and knowledge on European education standards.

The Center for Continuous Electoral Training (CCET) under the Central Election Commission (CEC) of the Republic of Moldova is a public institution, the mission of which is to contribute to providing a favorable environment for organizing fair and transparent elections. The CCET is the only organization in the region of South-Eastern Europe (SEE) specialized in training and accreditation of the electoral officials. The CCET team shared their experience with colleagues from Albania, Belarus, Romania, Turkey and Ukraine. In its activities the CCET is reaching out to a variety of beneficiaries, such as: election officials, political parties, young voters, judges, civil society and mass media. It provides Training of Trainers (ToT), thematic seminars in which it uses cutting-edge training methods and e-learning. In 2015, the CCET in Partnership with Moldova State University launched the first Master’s degree program in elections: “Political and Electoral Management”. The CCET is a pioneer in using art in leadership and women empowerment trainings.

Tanzania Media Women’s Association (TAMWA) is a non-profit, non-partisan, non-governmental and human rights organization founded and registered on 17th November 1987 under the Societies Ordinance Cap 337 of 1954 with registration number (SO 6763). In 2004, the association complied with the 2002, NGO Act of the United Republic of Tanzania. In 2007, TAMWA was also registered in Zanzibar as TAMWA Zanzibar under Society Act No. 6 of 1995.

The Mwalimu Nyerere Foundation (MNF) was established under the Trustees Incorporation Act (CAP 375) on 14th June 1996 as a permanent tribute to Mwalimu Julius K. Nyerere’s contribution to improving the quality of human relations and development of mankind. The NGO Tolotsoa is an apolitical Malagasy organization working for the development and promotion of democracy through the civic engagement of young people. As well, volunteering helps build trust and community, and helps to better understand the issues that affect the lives of others.

ACEEEO is an independent, professional organization that promotes free and fair elections, democratic developments in the Central and Eastern European region that provides youth and citizens' education and professional trainings for election officials. The organization is independent from political parties and governments with a legal standing based on international law; ACEEEO organizes tailor-made, professional seminars and workshops for election administrators across Europe on various aspects of the election process, offers expertise in election observation and provides opportunities for regional and cross-regional consultations, networking and capacity building trainings; ACEEEO has 24 member states from the European region

The Open Society Initiative for West Africa (OSIWA) was established in 2000 in order to promote more stable and tolerant democracies in West Africa. OSIWA is active in 10 countries in the region (Benin, Cote d’Ivoire, Ghana, Guinea, Liberia, Mali, Niger, Nigeria, Senegal, and Sierra Leone) and its work mainly focuses on law, justice and human rights, and economic and political governance. Since its creation, OSIWA supports the development of open societies by supporting and building partnerships with local and regional groups that promote inclusive democratic governance, transparency and accountability, and active participation. Its goals include to promote inclusive governance process through support for citizens, especially women, youth and vulnerable groups’ participation in decision-making to ensure transparency and accountability at the national and local levels. It has deepened its work on elections by initiating election situation rooms, a rapid-response electoral monitoring activity that brings civil society groups together to help ensure free, fair, and credible elections.

The Tanzania Media Women’s Association (TAMWA) is a non-profit sharing, non-governmental and non-partisan organisation registered under the Societies Ordinance dating back to 17th of November 1987. The Association in 2004 complied with the new NGO law of 2002. Tamwa has two offices in Dar -es- Salaam and Zanzibar. Currently the Association has over 100 members with a minimum qualification of Diploma in Journalism and three years work experience in the media industry. Members are working in public and private media houses as editors, reporters, programme managers, producers, public relations and communication officers. TAMWA lobbies for the increase number of women in all decision making organs to 50% including ministerial cabinet, parliament, and village councils and significant reduction in violence against women and children eg.in FGM, child marriages, rape, abandonment of women and children, denial of women inheritance rights etc. This makes TAMWA not only an ideal associate in promoting gender mainstreaming but also a valuable support to the Projects media-related activities such as media monitoring and early warning mechanisms but also support to female political leaders in communication training.

Peace and Unity through Justice for All is the mandate within which the Foundation works in its efforts to improve the quality of people’s daily lives and build respect for human equality, integrity, freedom and work. The Foundation’s mission is dedicated service to people by distinguished performance in working with people; encouraging, supporting and facilitating their activities in the process of their capacity building and search for prosperity and progress. They are involved in both regional and national processes most notably the Burundi Peace Negotiations – formerly under the facilitation of the late Mwalimu Julius K. Nyerere and later under the facilitation of HE Nelson Mandela. The Foundation was acting as a legal body and “conduit” shouldering financial and documentation responsibilities for the Burundi Peace Negotiations. Total financial resources handled for Burundi Peace Negotiations amounted to over 16 million US dollars. On a national level, the Foundation supported the CCM / CUF Reconciliation Accord in 2001. The Foundation will therefore support political dialogue-related activities and conflict management and mediation workshops on the grassroots level.

ANGOZA is an umbrella organisation comprising a wide range of non-state actors and CSO’s- It is recognised by the state and hence has developed good relationships with different sectors and institutions and agencies in the government while remaining politically impartial. During a recent event organised in the Unguja Island ANGOZA, Zanzibar Youth Forum (ZYF) as well as White Star and NGO Resource Centre, organized a policy dialogue dubbed "citizens platform" to discuss issues around good governance and poverty eradication in Zanzibar and the role of CSOs and elected officials. Against this background ANGOZA would be most suitable to carry Project activities in support of CSO’s including strategically inputs to training programmes, development of communication plans and the sensitisation campaign given their wide network across Zanzibar, Pemba and Unguia Island.

The GNRC is a global-scale interfaith network of organizations and individuals specifically dedicated to securing the rights and well-being of children everywhere. GNRC members come from all of the world's major religions and many other spiritual traditions. They share a commitment to making the world a place where every child can enjoy not only the right to survive, but also to thrive, making positive contributions of his or her own to a world of peace and dignity for all. We believe both prayer and action are needed to realize this vision. The GNRC was inaugurated in May 2000 by the Arigatou Foundation, an NGO in special consultative status with ECOSOC of the United Nations. In 2012, the Foundation changed its name to Arigatou International, and it continues to support the GNRC today. The work of the GNRC is supported by a dedicated team at the GNRC Secretariat at Arigatou International in Nairobi but have a local field office in Zanzibar. GNRC will bring global experience in religious dialogue as well as working with a wide range of stakeholders including women and youth.

The Interfaith Center, headquartered in Zanzibar, focus their work on building bridges between people of different religions, particularly between those of various Islamic and Christian beliefs. They are involved in both national and community level dialogue working with high-level national religious leaders such as the Bishops and Sheiks and supports also the Priests, Fathers and Imans working in the local communities with often hands-on guidance and problem-solving. The Interfaith Center has established a Youth Interfaith Forum of Zanzibar (YIFOZA), which is a forum of young Muslim and Christian leaders planning and conducting interfaith activities for youth active since 2009. This makes the Interfaith Center an ideal ally in planning and implementing inter- and intrafaith dialogue activities as well as supporting activities geared towards youth groups.

The Coordinating Assembly for Non Governmental Organisations (CANGO) was founded in 1983 under the name Coordinating Assembly of Non Governmental Organisations in Primary Health Care. CANGO was the Coordinating Secretariat for NGOs exclusively involved in the promotion of primary health care. CANGO’s constitution was amended in 1987 to transform the organisation into an all-inclusive umbrella of NGOs in the field of development. Since 2001, the organisation has been playing an active role in the fight against poverty in Swaziland. Current programmes are geared towards building the capacity of civil society to engage in the policymaking process.

 

ECES and CANGO work together in the delivering of capacity building training programmes in Swaziland with the aim of strengthening the capacities of local electoral stakeholders in the prevention of electoral violence. ECCAS is the Economic Community of the African Union for the promotion of economic integration and cooperation of the Central African region. The organization aims to achieve collective autonomy, ameliorate the living standard of its inhabitants and maintain economic stability through cooperation. EFEAC’s ultimate goal is to establish a Central African Common Market. At the Malabo Heads of State and Government Conference in 1999, the following four priorities were identified: to develop capacities to maintain peace, security and stability, to develop economic and monetary integration, human integration, and to establish a financing mechanism for ECCAS.

 

ECES and the ECCAS have worked in partnership in the framework of the EU – PAPS II Programme. PAPS II is a programme supporting peace and security for the countries part of the Economic Community of the Central African States-ECCAS through the development of “Centres of Excellence”. These centres aim to provide training and capacity development for military, police and civilian staff in the region. The Central African Electoral Training School (EFEAC) is one of the beneficiary Centre of Excellence, with which ECES has cooperated in the provision of these training. In the context of the PAPS II support to CEEAC, ECES and EFEAC have therefore implemented a set of trainings for several ECCAS countries.

The Electoral Commissions Forum of Southern African Development Community (ECF) is an independent entity which facilitates co-operation between the electoral authorities of countries in the Southern African Development Community (SADC). Its main function is the promotion of democratic values and free, fair and transparent elections in SADC countries. The majority of the SADC countries currently enjoy relative political stability, which provides an ideal opportunity to promote democratic development in the region. Such development necessarily encompasses electoral processes that genuinely enable the participation of ordinary people in free and fair elections. Without effective and well-run elections, democratic transformation will not take place.

 

The Electoral Commission Forum of the SADC, ECF-SADC, is one of the beneficiaries of the PEV-SADC project, implemented in SADC region mainly through the participation of ECF SADC members in the conduction of LEAD and BRIDGE training programmes in their respective countries. Several BRIDGE accrediting and semi-accrediting members of the ECF SADC are also supporting ECES in training programme delivery as facilitators. ECES aims to reinforce its partnership with ECF-SADC through its involvement in PEV-SADC project and afterwards, in other current and forthcoming activities.

The Electoral Institute of Southern African (EISA) was established in 1996 and is based in Johannesburg (South Africa) with field offices in Kinshasa (DRC), N'Djamena (Chad), Antananarivo (Madagascar), Maputo (Mozambique), and Nairobi (Kenya). EISA is a non-profit organization, which works to promote credible elections, participatory democracy, human rights, and the strengthening of governance institutions for the consolidation of democracy in southern Africa. EISA promotes the development, popularization and application of election principles and the best practices through the production and dissemination of knowledge, election monitoring, and technical support to election stakeholders.

 

ECES and EISA work together in Madagascar both in the framework of a voter registration awareness campaign in 2013 and of the PACTE project. Additionally, ECES and ESIA are partners in the PEV-SADC Project.

Foundation for Democratic Process (FODEP) is a non for profit Non Governmental Organization formed as a successor to the Zambia Election Monitoring and Coordinating Committee (ZEMCC), a committee which was formed to monitor the first round of Zambia’s multi-party elections in 1991. FODEP was formed and registered under the Society’s Act of Zambia on April 2nd 1992, with the aim of broadening the scope of the democratization process beyond the mere monitoring of elections, as was the case under ZEMCC, to include elections and electoral process; civic and democracy education; local Governance and Development; and Human Rights. NWL is a Zambian organization whose mission is to "bridge the gender gap in political decision making by advocating for increased women's participation and representation". The organization was founded in 1991, following Zambia's transition from a one-party state to a multi-party democracy, by a group of 100 women's rights activists protesting the lack of equal representation in all levels of the Zambian government. At the time, only seven women served in the Parliament of Zambia out of 150 seats, and only three women served on the Central Committee, the equivalent of today's Presidential Cabinet.

 

ECES and FODEP have worked in the delivering of BRIDGE TTF in the framework of the PEV-SADC and PACTE projects in Zambia. FODEP is a member of the SADC-ESN.

Instituto Marquês de Valle Flôr - is a Non Governmental Development Organisation (NGDO) that believes in the joint effort of millions of people around the world to promote development amongst the poorest populations. IMVF works exclusively in Portuguese-speaking countries and promotes socio-economic and cultural development. IMVF operates throughout the CPLP – Community of Portuguese Speaking Countries -, working as a matter of priority on Development Cooperation and Development Education; innovative in its work on Decentralized Cooperation with municipalities it also receives occasional requests to grant Humanitarian Aid in the countries in which it operates. A dedicated team - in Portugal and on the field- carry out initiatives in key sectors such as Education, Health and Food Security, and focus their work on partnerships with organizations and institutions in each country and with the projects’ beneficiaries, strengthening the idea that lies behind all IMVF’s activity - only through the empowerment of populations it is possible to boost communities’ Sustainable Development.

 

Together with ECES, IMVF is part of the consortium led by Transtec that in December 2013 won the LOT 12 of the EU Framework Contract Beneficiaries. Through the consortium, IMVF will provide short-term operational services in the field of Humanitarian Aid, Crisis Management and Post-crisis assistance for the exclusive benefit of third world countries receiving EU external aid.

KMF/CNOE was created on the eve of the presidential elections in 1989 in order to observe the proceedings. The organisation challenged the official results and this led to the start of a collective awareness that reinforced the desire for greater freedom and social justice in Madagascar. The main objective of the KMF/CNOE is to promote and consolidate democracy, social justice and the rule of law, good governance and responsible citizenship in all areas. Independent of any political party and any established by the church, the KMF/CNOE works on raising civic awareness and education towards responsible citizenship. Given the lack of action in civic education, KF/CNOE decided to implement civic education activities on their rights and duties in everyday life.

 

ECES and KMF/CNOE work together in the delivering of capacity building training programmes in Madagascar with the aim of strengthening the capacities of local electoral stakeholders in the prevention of electoral violence. KMF/CNOE is a member of the SADC-ESN.

The Kofi Annan International Peacekeeping Training Centre (KAIPTC) undertakes and delivers research and training programs that contribute to global peacekeeping operations. Since 2003, KAIPTC researchers and training facilitators have delivered over 230 courses in diverse aspects of peacekeeping operations for over 11000 individuals and organizations globally. KAIPTC’s vision is to remain an internationally preferred Centre of Excellence for research into and training for conflict prevention, management and resolution, research and innovative thinking in integrated Peace Support Operations and the sustainable delivery of enhanced regional capacity building for Peace Support Operations. KAIPTC’s mission is to develop and deliver internationally recognized and professional training courses and related programs to equip personnel with the selected skills and competencies required to meet Africa’s present and future of complex peace and security challenges.

 

The partnership between ECES and KAIPTC has focused on the fundamental contribution that the centre has made in the creation of the groundbreaking movie “An African Election”, which is not at the core of the LEAD training.

The Lesotho Council of Non-Governmental Organisations (LCN) was established in May 1990 as an umbrella organization for NGOs in Lesotho. From its inception, its primary objective has been to stimulate and support the development of civil society organisations. However, its establishment was more than just developmental. It was also timely in that it denounced human rights violations by the Lesotho military that had usurped power in 1990. Correspondingly, the establishment of LCN constituted a vital response at a critical point in Lesotho’s history when the military had conferred itself with unfretted powers. The LCN has hitherto been a key player in development, conflict management and human rights fronts in Lesotho.

 

ECES and LCN work together in the delivering of capacity building training programmes in Lesotho with the aim of strengthening the capacities of local electoral stakeholders in the prevention of electoral violence. LCN is a member of the SADC-ESN.

The Libyan Forum for Civil Society Organisation was officially registered on 3rd May 2012. It aims at gathering, several NGO networks and other relevant associations across Libya active in the fiels of democractic support. The creation of the network has been one of the main objectives of the Won for Libya project, implemented by ECES. The network provides mainstream strategic and technical assistance and supports member organisations in strategic policy development, capacity building, management of external relations, the mobilisation of resources and so on.

The Malawi Electoral Support Network (MESN) was established in 2003. Its focus is to strengthen the electoral process in Malawi. It is a registered member of the Council of Non-Governmental Organisations in Malawi. MESN is a founding member of the SADC Electoral Support Network (SADC ESN) and is currently Chair of the ESN. MESN is a coalition of networks that consists of eight civil society associations or network organisations that work on different aspects of the electoral process such as gender, human rights, political party liaison and religious outreach. Since its inception, it has been involved in election observation, specifically the 2004 and 2009 elections in Malawi. Besides observation, other areas of expertise include parallel vote tabulation (PVT), advocacy, training and civic and voter education (CVE).

 

ECES and MESN work together in the delivering of capacity building training programmes in Malawi with the aim of strengthening the capacities of local electoral stakeholders in the prevention of electoral violence. MESN is a member of the SADC-ESN.

The Mauritius Council of Social Service (MACOSS) was founded in November 1965. Originally, a social service coordinating body, over the years MACOSS has evolved into a Council of NGOs dedicated to providing social services and sustainable social development. The organization received full financial and technical support from the Government, enabling it to fully play its role as a focal point in the NGO sector and to motivate its affiliates to operate along the priority lines in the social welfare sector. As an umbrella organisation, MACOSS seeks to promote social and community development and voluntary actions through non-governmental organisations. It strengthens its members by initiating communication, collaboration and networking opportunities between and among NGOs, Government and the private sector primarily through meetings, workshops, consultations and institutional development activities.MACOSS plays a leadership role in good governance, policy, advocacy and the capacity building of NGOs.

 

ECES and MACOOS work together in the delivering of capacity building training programmes in Mauritius with the aim of strengthening the capacities of local electoral stakeholders in the prevention of electoral violence. MACOOS is a member of the SADC-ESN.

The Namibian Non-Governmental Organisations’ Forum Trust (NANGOF Trust) was founded in October 2007 as the voluntary association of Non-Governmental Organisations (NGOs) and is now an umbrella organisation for Civil Society Organisations (CSOs) in Namibia. The NANGOF Trust is registered under Notarial Deed Trust, the legal document guiding the operations of the Trust. The NANGOF Trust has a mandate for policy advocacy, network and coordinating, and to strengthen the capacity of its members through various activities conducted regionally and nationally.

 

ECES and NANGO Trust work together in the delivering of capacity building and training programmes in Namibia with the aim of strengthening the capacities of local electoral stakeholders in the prevention of electoral violence. NANGO Trust is a member of the SADC-ESN.

The National Network for the Observation and Monitoring of Elections in the DRC (RENOSEC) is a coalition of non- governmental organisations interested in the observation of elections in the DRC. It was established in Kinshasa on April 21st 2005 with the mission of monitoring and observing elections. RENOSEC operates throughout the whole of the DRC and has recorded several achievements in the field of election observation. It has participated in the "technology" observation test for the 2006 elections, in the observation of the identification and registration of voters for the 2006 elections, in the observation for the 2006-2007 General elections, in the observation of the electoral process, particularly through the revision of the electoral roll phase in 2010 and 2011 and finally in the observation for the 2011 elections. p>

 

ECES and RENOSEC work together in the delivering of capacity building and training programmes in the DRC in order to strengthen the capacities of local electoral stakeholders in the prevention of electoral violence. RENOSEC are members of the SADC-ESN.

The Observation Network of Religious Confessions (ROC) is a structure instated by the religious denominations in the DRC. The Memorandum of Partnership Agreement was signed on July 20th, 2004. ROC is continuing its civic education activities and election observation.

 

ECES and ROC work together in the delivering of capacity building training programmes in the DRC in order to strengthen the capacities of local electoral stakeholders, enabling them to prevent of electoral violence.

The Southern African Development Community Election Support Network (SADC-ESN) is a network of civic organisations within the SADC community. The objective of the network is to safeguard elections through more advanced and systematic observation. It was created in 1998 and currently has 16 member CSOs. The network conducts training workshops on specific election monitoring topics and promotes the sharing of lessons learned and best practices in domestic monitoring from around the region.

 

The SADC-ESN is at the same time the main beneficiary and one of the key partners of the PEV-SADC Project. ECES works with each member of the SADC-ESN in their respective countries in the delivering of BRIDGE TTFs and specific BRIDGE Modules to foster local stakeholders’ capacities in the prevention of election-related violence.

The Tanzania Ecumenical Dialogue Group (TEDG) is an ecumenical lobby and advocacy group of professionals from different fields such as education, economics, theology, philosophy and linguistics. It was formed in 1992 and operates autonomously but with the mandate of churches under Tanzania Episcopal Conference (TEC) and Christian Council of Tanzania (CCT). Churches in Tanzania have been involved in promoting social economic justice. In this endeavor, the churches have been working individually and sometimes together. Tanzania Ecumenical Dialogue Group (TEDG) has been one of the instruments of the church bodies of TEC and CCT whose major role is to empower the church leaders in matters related to social justice including social, economic, cultural and political matters. It provides information on issues related to policies formulated by the government and international organizations.

 

ECES and TEDG work together in the delivering of capacity building training programmes in Swaziland with the aim of strengthening the capacities of local electoral stakeholders in the prevention of electoral violence. TEDG is a member of the SADC-ESN.

Founded in 2000, the Zimbabwe Election Support Network (ZESN) is a coalition of 36 non-governmental organisations formed to co-ordinate activities pertaining to elections. The major focus of the Network is to promote democratic processes in general and free and fair elections in particular. It was also established to standardise the NGOs election related activities and methodology as well as to ensure wider geographical coverage and co-ordination of activities. The broad aim of the Network was therefore to enhance the election process in Zimbabwe in order to promote democracy and good governance in general as well as free and fair elections in particular whilst adhering to internationally acceptable standards. ZESN's vision is a Zimbabwe where a democratic electoral environment and processes are upheld and it’s mission to promote democratic elections in Zimbabwe.

 

ECES and ZESN have worked in the delivering of BRIDGE TTF in the framework of the PEV-SADC and PACTE projects in Zimbabwe. ZESN is a member of the SADC-ESN.

The Swiss Agency for Development and Cooperation (SDC) is Switzerland’s international cooperation agency within the Federal Department of Foreign Affairs (FDFA). In operating with other federal offices concerned, SDC is responsible for the overall coordination of development activities and cooperation with Eastern Europe, as well as for the humanitarian aid delivered by the Swiss Confederation. The goal of development cooperation is that of reducing poverty. It is meant to foster economic self-reliance and state autonomy, to contribute to the improvement of production conditions, to help in finding solutions to environmental problems, and to provide better access to education and basic healthcare services.

The Australian Government’s development policy, ‘Australian Aid', aims to promote prosperity, reduce poverty and enhance stability. Australian aid program mostly focuses in the Indo-Pacific region. The purpose of the aid program is to promote Australia’s national interests by contributing to sustainable economic growth and poverty reduction. The Australian aid program pursues these purposes by focusing on two development outcomes: supporting private sector development and strengthening human development. The priority areas of Australian aid program are:Infrastructure, trade facilitation and international competitiveness; Agriculture, fisheries and water; Effective governance: policies, institutions and functioning economies; Education and health; Building resilience: humanitarian assistance, disaster risk reduction and social protection; Gender equality and empowering women and girls. To enhance efforts to re-shape the aid program, the performance framework, ’Making Performance Count: enhancing the accountability and effectiveness of Australian aid’, operates at all levels of the aid program. The performance framework ensures that funding is linked to performance at all levels of the aid program and that taxpayers’ money is achieving the greatest possible development impact.

The International Organisation of La Francophonie represents one of the biggest linguistic zones in the world. Its members share more than just a common language. They also share the humanist values promoted by the French language. The French language and its humanist values represent the two cornerstones on which the International Organisation of La Francophonie is based. The International Organisation of La Francophonie was created in 1970. Its mission is to embody the active solidarity between its 77 member states and governments (57 members and 20 observers), which together represent over one-third of the United Nations’ member states and account for a population of over 890 million people, including 220 million French speakers. IOF organises political activities and actions of multilateral cooperation that benefit French-speaking populations. Its actions respect cultural and linguistic diversity and serve to promote the French language, peace and sustainable development.

 

ECES and the OIF (Organisation Internationale de la Francophonie) have entered into a partnership in order to collaborate in the area of electoral support in francophone countries. In the framework of this partnership, the two organisations worked together on several conferences, training and needs identifications missions in Madagascar, Gabon, Guinea Bissau and Republic of Congo.

The Barcelona International Peace Center (BIPC) is an initiative aimed to promote the culture of peace through dialogue, awareness-raising, and training in crisis management and conflict resolution. Created in 2009 by the Barcelona City Council in the context of the historical recovery process of the Montjuïc Castle. In 2017, the Center becomes a fully independent non-profit initiative hosted by Ensurecer Foundation.

The Réseau des compétences électorales francophones is an international group of election administrators in the Francophone region that promotes the regular holding of free, fair and transparent elections. To achieve this goal, RECEF works to: support its members, contribute to their professional development, support them with the implementation of electoral stable neutral, autonomous and independent institutions; promoting of professionalism through the exchange of experiences and good practices; promoting the full participation of the citizens to the polls; the developing of research on elections; the establishment and strengthening of partnerships with any institution with purposes consistent with those of RECEF.

 

Réseau des Compétences Electorales Francophones (Network for francophone electoral competencies- RECEF) is a French-speaking organisation consisting of Electoral Commissions from 18 francophone countries with which ECES organised a training in Burundi in the context of the PAPSII programme, and provided its expertise in their annual conferences in Gabon and Mali.

The International Organization for Migration is the principal intergovernmental organization in the field of migration. It is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. With 151 member states, and 12 additional states holding observer status and offices in over 100 countries, IOM works in the four broad fields of migration management: migration and development, facilitating migration, regulating migration, and addressing forced migration. Crosscutting activities include the promotion of international migration law, policy debate and guidance, protection of migrants’ rights, migration health and the gender dimension of migration. IOM Headquarters in Geneva.

 

ECES and IOM have worked in partnership in the delivering of the “Support to the Democratisation Process in Sudan” (SDP-SUDAN). The project was developed throughout 2013 to the benefit of the Sudanese National Electoral Commission (NEC).

The Public Diplomacy Council of Catalonia (DIPLOCAT) is a public-private partnership designed to foster dialogue and build relationships between the citizens of Catalonia and the rest of the world. DIPLOCAT seeks to contribute to discussions pertaining to the main global challenges by promoting the active involvement of Catalan society in the mutual exchange of ideas and best practices in key sectors like government, business, culture, and education, in order to promote a fairer, more peaceful, democratic and sustainable world.

 

The Council engages in public diplomacy with national and international audiences online and in person, leading to exchanges about Catalan issues as well as world affairs, organizing working visits, academic events, facilitating business networking, and by building capacity in international relations.

Founded in 1934, ISPI is one of the oldest and most prestigious international relations institutes in Italy, with its headquarters in Palazzo Clerici, Milan. It is a private law association, and was granted the status of a non-profit-making body in 1972. ?ISPI’s scientific output has always been distinguished by a sound pragmatic approach, based on monitoring the various geo-political areas and interpreting the major trends in progress on the global scene, to provide political and economic operators with reliable information and guidance. Its interdisciplinary nature is maintained by the close collaboration of specialists in economics, politics, law, history and strategic studies (from both academic and non-academic circles) and by partnerships with prestigious institutions and research centres all over the world.

 

ECES and ISPI hold a long-lasting partnership that translates in the organisation of the Effective Electoral Assistance course. This is an annual training that ECES and ISPI deliver in partnership and that focuses on the principles and latest developments in the field of electoral assistance.
