We are proud to announce the launch of a new technical assistance project in Chad called: "Technical assistance in support of the EMB in the constitutional referendum and presidential elections in Chad". The project is fully funded by the NDICI - Global Europe Instrument. NDICI is a new EU instrument created in June 2021 to help countries in need to overcome long-term development challenges and to contribute to the achievement of international commitments and goals that the Union has agreed upon - in particular the 2030 Agenda and the Paris Agreement.
The overall objective of the project is to contribute to the peaceful return to constitutional order and sustainable democratic transformation in Chad, with a view to promoting stability in Chad and the Sahel. The specific objective is to support the timely holding of a constitutional referendum and the organisation of an electoral process (presidential elections) that is free, inclusive, credible and in line with international standards, at the end of the political transition in Chad.
More specifically, this technical assistance aims to develop the institutional capacities of the key players in the post-transition electoral process in Chad, particularly the Electoral Management Bodies, notably the CENI (Commission Electorale Nationale Indépendante) and the BPE (Bureau Permanent des Élections).
Developed over an implementation period of 24 months, the project aims to achieve the following results:
- Strengthen the leadership and conflict management capacities of the Electoral Management Organisations in the conduct of transparent, accountable and gender-sensitive electoral processes.
- Strengthen the institutional and technical capacities of the EMB (Electoral Management Body), including electoral litigation
- Improve liaison/coordination between the EMB and election stakeholders to make the electoral process more transparent and inclusive, also in relation to appropriate mediation actions.
- To support the EU Delegation in its coordination tasks and to ensure coherence between the actions proposed by the different actors working in electoral assistance and funded by the EU.
