ECES is proud to announce the start of a new project in Madagascar: "Project to support the development and consolidation of democracy and the rule of law in Madagascar” (PADEM).
Entirely financed by the Organisation Internationale de la Francophonie (OIF), the project will run for 3 months (15 September - 15 December 2021) with the overall objective of contributing to the development and consolidation of democracy and the rule of law in Madagascar.
Indeed, the Organisation Internationale de la Francophonie (OIF) has identified the need for support in the context of consolidating democratic achievements in order to strengthen the rule of law and respect for human rights, which is an essential condition for the establishment of lasting peace and stability and the promotion of development.
The role of women and young people in the process of consolidating democratic achievements and strengthening the rule of law is fundamental. It is therefore essential to ensure that these categories of the population have a greater presence in the preparatory processes for decision-making, as well as in the decision-making itself, within the institutions and competent bodies, in accordance with the principles of the Bamako Declaration.
The project also assumes that the challenges related to the consolidation of democracy and the rule of law deserve efforts from everyone, both at the institutional and non-state actor levels. It is also crucial that in these efforts, the different actors interact and create links of collaboration, exchange and expertise.
The project therefore aims to follow up on previous OIF interventions in Madagascar and builds on the experience of ECES and its partners in supporting the consolidation of democracy, the rule of law and the strengthening of the capacities of women and young people to take an active part in decision-making processes. The aim is to strengthen existing dynamics and identify future lines of action. The project also seeks to create synergies between the different ongoing dynamics by encouraging exchanges among actors in terms of sharing experiences and ideas for the implementation of joint actions.
The specific objectives are:
- To contribute to the capacity building of young citizens and women in the fields of democracy and governance;
- To promote the consolidation of existing democratisation processes by strengthening the institutional capacities of stakeholders.
The expected results include:
● The publication of a compendium of lessons learned and recommendations, from the Independent National Electoral Commission (INEC), on the electoral process and democratisation
● The publication of a guide on promoting women's political participation
● Leadership development, networking and sharing of experience and expertise among key actors from civil society, the media and representatives of elected institutions and those responsible for the rule of law, democracy, governance and human rights. The focus will be on young people in these different structures and the action will be guided by the principles of the African Charter on Democracy, Elections and Governance (ACDEG).
