Said has more than 10 years’ experience in election management and observation, democracy promotion and good governance. He has worked on elections assistance, domestic observation, international observation, legal framework analysis and updates, technical assistance, and elections management planning and structuring in different part of the word. Said has designed and managed training programs related to elections, democracy and good governance across the Middle East and North Africa region, and worked as a consultant for several international organizations.

Lately Said was acting as the senior advisor to the UNDP Elections Assistance Program in Lebanon. Previously he was the senior legal and electoral analyst of the Carter Center Mission to Libya. Prior to that he was in Yemen as the Elections Operations Advisor, and he helped the Iraqi Commission in planning and structuring the BRIDGE training Unit. Said worked on the implementation of the EU International Fund for Stability in Egypt as Democracy Reporting International (DRI) Country Director. He assisted in the transitional phase of Tunisia in the capacity of Elections Management Specialist for IFES. Said supported domestic observer groups in Sudan as Director of the Carter Center field office.

Said’s expertise also prepared him to serve as Technical Advisor to the Lebanese Ministry of the Interior and the Lebanese Parliament. He is former Executive Director of the Lebanese Association for Democratic Elections, and facilitated the formation of the Arab Network for Domestic Observers. He is co-author of several handbooks and manuals related to elections, electoral processes, and democratic governance. He holds degrees in Political Science, Business Management and Masters in Financial Management, and is an accredited BRIDGE facilitator.
