Jonathan is the Director of the IT department (National Treatment Centre) of  Independent National Electoral Commission (INEC) of the DRC. He began his career in the management of biometric databases (using IRIS) to DDR program (Disarmament, Demobilization and Reintegration) at the  National Commission for Disarmament Demobilization and Reintegration (CONADDER) in the DRC in 2006.

 

In 2007, Jonathan worked as programmer analyst at the INEC of DRC. In this role he was responsible for developing system and functions. During this time, he  worked on the design and implementation of processing softwares using biometrics finger prints and quality control in the assembly line of voter registration kits. From 2010 to March 2011, he was Deputy Coordinator of IT department (National Treatment Centre) at the INEC of DRC. In this role, Jonathan contributed to the management of the Data Center of the INEC which consist in a biometric database of over 30 million voters.

 

Then from 2011 to 2012, he worked as supervisor programmer analysts at Independent National Electoral Commission. He worked in the system of the United Nations from 2012 to 2013 as an expert in development of electoral information systems Support Project UNDP Elections in Burkina Faso in parliamentary and local elections in 2012. In 2013, Jonathan  worked with ECES to support  the organizational audit of the Independent National Electoral Commission of the DRC, contribute to the organization of the LEAD training to the benefit of civil society and the define the TOR for the audit of the electoral register. Jonathan also participated in the election observation mission in South Korea in 2014 and in Mauritius in 2014.

 

Jonathan is Congolese  and he graduated  in computer engineering, specializing in software engineering.
