The United States Agency for International Development (USAID) is an independent agency of the United States federal government that is primarily responsible for administering civilian foreign aid and development assistance. USAID is the world’s premier international development agency and a catalytic actor driving development results. USAID leads international development and humanitarian efforts to save lives, reduce poverty, strengthen democratic governance and help people progress beyond assistance. U.S. foreign assistance has always had the twofold purpose of furthering America's interests while improving lives in the developing world. USAID carries out U.S. foreign policy by promoting broad-scale human progress at the same time it expands stable, free societies, creates markets and trade partners for the United States, and fosters good will abroad. USAID has missions in over 100 countries, primarily in Africa, Asia, Latin America, the Middle East, and Eastern Europe to: Promote Global Health; Support Global Stability; Provide Humanitarian Assistance; Catalyze Innovation and Partnership; Empower Women and Girls.

The Swiss Agency for Development and Cooperation (SDC) is Switzerland’s international cooperation agency within the Federal Department of Foreign Affairs (FDFA). In operating with other federal offices concerned, SDC is responsible for the overall coordination of development activities and cooperation with Eastern Europe, as well as for the humanitarian aid delivered by the Swiss Confederation. The goal of development cooperation is that of reducing poverty. It is meant to foster economic self-reliance and state autonomy, to contribute to the improvement of production conditions, to help in finding solutions to environmental problems, and to provide better access to education and basic healthcare services.

The Australian Government’s development policy, ‘Australian Aid', aims to promote prosperity, reduce poverty and enhance stability. Australian aid program mostly focuses in the Indo-Pacific region. The purpose of the aid program is to promote Australia’s national interests by contributing to sustainable economic growth and poverty reduction. The Australian aid program pursues these purposes by focusing on two development outcomes: supporting private sector development and strengthening human development. The priority areas of Australian aid program are:Infrastructure, trade facilitation and international competitiveness; Agriculture, fisheries and water; Effective governance: policies, institutions and functioning economies; Education and health; Building resilience: humanitarian assistance, disaster risk reduction and social protection; Gender equality and empowering women and girls. To enhance efforts to re-shape the aid program, the performance framework, ’Making Performance Count: enhancing the accountability and effectiveness of Australian aid’, operates at all levels of the aid program. The performance framework ensures that funding is linked to performance at all levels of the aid program and that taxpayers’ money is achieving the greatest possible development impact.

The International Organisation of La Francophonie represents one of the biggest linguistic zones in the world. Its members share more than just a common language. They also share the humanist values promoted by the French language. The French language and its humanist values represent the two cornerstones on which the International Organisation of La Francophonie is based. The International Organisation of La Francophonie was created in 1970. Its mission is to embody the active solidarity between its 77 member states and governments (57 members and 20 observers), which together represent over one-third of the United Nations’ member states and account for a population of over 890 million people, including 220 million French speakers. IOF organises political activities and actions of multilateral cooperation that benefit French-speaking populations. Its actions respect cultural and linguistic diversity and serve to promote the French language, peace and sustainable development.

 

ECES and the OIF (Organisation Internationale de la Francophonie) have entered into a partnership in order to collaborate in the area of electoral support in francophone countries. In the framework of this partnership, the two organisations worked together on several conferences, training and needs identifications missions in Madagascar, Gabon, Guinea Bissau and Republic of Congo.

The Barcelona International Peace Center (BIPC) is an initiative aimed to promote the culture of peace through dialogue, awareness-raising, and training in crisis management and conflict resolution. Created in 2009 by the Barcelona City Council in the context of the historical recovery process of the Montjuïc Castle. In 2017, the Center becomes a fully independent non-profit initiative hosted by Ensurecer Foundation.

The Réseau des compétences électorales francophones is an international group of election administrators in the Francophone region that promotes the regular holding of free, fair and transparent elections. To achieve this goal, RECEF works to: support its members, contribute to their professional development, support them with the implementation of electoral stable neutral, autonomous and independent institutions; promoting of professionalism through the exchange of experiences and good practices; promoting the full participation of the citizens to the polls; the developing of research on elections; the establishment and strengthening of partnerships with any institution with purposes consistent with those of RECEF.

 

Réseau des Compétences Electorales Francophones (Network for francophone electoral competencies- RECEF) is a French-speaking organisation consisting of Electoral Commissions from 18 francophone countries with which ECES organised a training in Burundi in the context of the PAPSII programme, and provided its expertise in their annual conferences in Gabon and Mali.

The International Organization for Migration is the principal intergovernmental organization in the field of migration. It is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. With 151 member states, and 12 additional states holding observer status and offices in over 100 countries, IOM works in the four broad fields of migration management: migration and development, facilitating migration, regulating migration, and addressing forced migration. Crosscutting activities include the promotion of international migration law, policy debate and guidance, protection of migrants’ rights, migration health and the gender dimension of migration. ECES and IOM have worked in partnership in the delivering of the “Support to the Democratisation Process in Sudan” (SDP-SUDAN). The project was developed throughout 2013 to the benefit of the Sudanese National Electoral Commission (NEC).

The Public Diplomacy Council of Catalonia (DIPLOCAT) is a public-private partnership designed to foster dialogue and build relationships between the citizens of Catalonia and the rest of the world. DIPLOCAT seeks to contribute to discussions pertaining to the main global challenges by promoting the active involvement of Catalan society in the mutual exchange of ideas and best practices in key sectors like government, business, culture, and education, in order to promote a fairer, more peaceful, democratic and sustainable world.

 

The Council engages in public diplomacy with national and international audiences online and in person, leading to exchanges about Catalan issues as well as world affairs, organizing working visits, academic events, facilitating business networking, and by building capacity in international relations.

Founded in 1934, ISPI is one of the oldest and most prestigious international relations institutes in Italy, with its headquarters in Palazzo Clerici, Milan. It is a private law association, and was granted the status of a non-profit-making body in 1972. ?ISPI’s scientific output has always been distinguished by a sound pragmatic approach, based on monitoring the various geo-political areas and interpreting the major trends in progress on the global scene, to provide political and economic operators with reliable information and guidance. Its interdisciplinary nature is maintained by the close collaboration of specialists in economics, politics, law, history and strategic studies (from both academic and non-academic circles) and by partnerships with prestigious institutions and research centres all over the world.

 

ECES and ISPI hold a long-lasting partnership that translates in the organisation of the Effective Electoral Assistance course. This is an annual training that ECES and ISPI deliver in partnership and that focuses on the principles and latest developments in the field of electoral assistance.
