CODEL "Handbook on Maximising the Experience of the Electoral Situation Room" and the Video “The experience of Electoral Situation Room in Burkina Faso“.
Within the framework of the organization of the legislative and presidential elections of November 2015 in Burkina Faso, civil society organisations (CSOs) conjugated their efforts to those of the citizens committed to the strengthening of democracy in the country. In this context, CSOs significantly contributed to the success of the elections alongside other institutional players in the country. Their main purpose was to support the conduct of credible and transparent elections while supporting public participation in the electoral process and facilitating the understanding of the responsibilities and challenges related to the electoral process. Thus, several associations came together and created the Civil Society Convention for the Domestic Observation of Elections, the CODEL, which includes hundreds of organisations and coalitions of the Burkinabé Civil Society.
As part of its engagement in the electoral process, the CODEL has initiated the creation of an electoral monitoring system in order to conjugate the initiatives of the civil society organizations and positively contribute to the electoral process. This innovative device, called the situation-room, is an information sharing platform among members of the civil society involved in the electoral process. Composed of three departments, each department works in conjunction with the other to relay the information received from the field to the National Independent Electoral Commission (INEC), thus preventing and mitigating problematic issues which might arise during elections. As such, on the E-Day, thousands of CODEL’s observers, deployed on the field, were in direct contact with the technical department, composed of data processing experts. Observers used their phones to send all relevant information concerning the situation at polling stations level. This information was then processed by the technical room and sent to the intermediate room composed by experts in charge of analysing data and reporting in accordance with their area of expertise. Finally, the analysis room took appropriate decisions according to the issues reported and communicated those issues to the INEC which addressed them effectively.
At the end of the electoral period, the President of the INEC, Barthelemy Kéré, noted the extraordinary impact of the CODEL in light of the important information that they relayed to the institution when some challenging issues emerged at polling stations level. M. Kéré highlighted that the information was sent promptly and allowed the institution to address them quickly and efficiently. Many actors involved in the electoral process have also applauded the efforts made by the CODEL and have expressed their satisfaction in terms of the goals achieved by the coalition. The president of the CODEL has then congratulated all the members of his team for the quality of the observations conducted on the field and he has also formulated his wish to see the situation-room evolve strategically to address all social, economic and political issues in order to promote good governance and sustainable democracy in Burkina Faso.
