Abdoulaye holds a Master of Science from the Faculty of Science of the University of Conakry, Guinea. He also has a strong professional background in electoral assistance and observation.

He worked during 12 years within the United Nations in the field of electoral assistance, ended as Head of Project with the United Nations Development Programme (UNDP), in Maputo, Mozambique, during the last six years. He was involved in the organisation of elections of 2008, 2009, 2013 and 2014, as well as the coordination of the international election observation by the international community with UNDP, based in Maputo. 

Abdoulaye also worked for 3 years in Ivory Coast within UNOCI, where he was notably in charge of the Regional Electoral Office of the United Nations. In this role, he provided assistance to the Independent Electoral Commission (CEI) in planning and the implementation of all electoral process phases.

Abdoulaye worked as electoral observer with the Carter Center in various countries such as Myanmar, Ethiopia and Mozambique. 

More recently, he collaborated with ECES within the Project in support of the Credibility and Transparency of Electoral Process in the Union of Comoros (PACTE-Comoros II) as Senior Expert in Administration and Electoral Operation. In this role, he contributed to the implementation of the program and he developed training materials for trainers. 
Thanks to these professional experiences, Abdoulaye has a solid knowledge of the various United Nations or European Union procedures for electoral assistance project management. He is also BRIDGE and LEAD facilitator / accredited trainer.
